Premises and Contracts Manager JOB TITLE - Premises and Contracts Manager REPORTS TO - School Business Manager START DATE - February 2025 SALARY - 6/SO1 scale point 16-25 (£33,417 - £38,058) Key Responsibilities: To maintain and develop school facilities and premises to meet the statutory, educational, and operational requirements of the school. This is a full time role, 36 hours per week (overtime when required as TOIL), 52 weeks per annum excluding public holidays, which includes early morning, evening and weekend shifts on rotation. The annual leave entitlement is 25 days per annum. With the School Business Manager, the post holder will: · Work with the Senior Leadership Team and Governors to implement the school’s vision and values · Work within the school community to translate the vision and ethos into agreed objectives and operational plans that will promote and sustain school improvement · Contribute to the leadership of the school · Take a leading role in promoting excellence, equality, high expectations and aspirations amongst all members of the school community · Take a leading role in creating a safe learning environment which is engaging and fulfilling for all users. Specific Responsibilities: SAFEGUARDING · To be alert to issues of safeguarding children and child protection, ensuring that the welfare and safety of pupils attending the School is promoted and safeguarded and to report any child safety/protection concerns to the Safeguarding Lead (or deputy) immediately using current safeguarding policies, procedures and practice. FACILITIES MAINTENANCE · Maintain and develop the facilities and premises to meet the educational and community requirements of the school, ensuring they are well maintained, attractive in appearance and provide a safe and healthy environment for staff, students and visitors. · Ensure the school and facilities support and enhance excellent teaching and learning experience for staff and students. · Ensure compliance with best practice and statutory requirements in the area of Health and safety. Ensure that up to date records are kept and monitor all mandatory and best practice safety checks. · Ensure that an appropriate programme of repair and maintenance for property and grounds is followed and all records are updated as and when required. · To provide a first fix response for emergency repairs and ensuring that all such faults are reported to the correct line management in a timely manner. · Ensure routine building inspections of the school are carried out and maintenance records and Health and Safety compliance checks are kept up to date. LEADERSHIP AND MANAGEMENT · To keep the School Business Manager and Senior Management Team fully informed about all areas of responsibility and manage all issues that arise in relation to this role. · Responsible as line manager of members of Premises team and anyone else who may be transferred to within the Premises team in the future. · Carry our Performance Appraisals and development reviews to ensure that staff are properly trained in their roles and that staff have the best opportunity to maximise their potential and contribution to the school. · Take personal pride in ensuring that the appearance and smooth running of the school premises contribute to a positive image of the school and encourage and direct others as appropriate to do so. · Oversee the work of the School Premises Team Administrator to ensure that duty rotas for facilities staffing resources are provided consistently, and in accordance with agreed specifications. · Take responsibility for the daily management and deployment of the Premises Team, ensuring they are fully supported in their tasks and day to day completion of their work. · To always manage contractors on site and oversee maintenance projects. · Chair Premises Team meetings. · Act as Health and Safety Officer to ensure that all practices and procedures are conducted in a way that meets all the relevant requirements for the wellbeing of others. SCHOOL SECURITY · Responsible for the overall security of the building, including: - CCTV control and monitoring; - Door access control; - Intruder and Fire alarms; - Acting as the senior named key holder if required to attend the school in the event of an out of hours emergency. STRATEGIC PLANNING · Working with the School Business Manager, formulate a 5-year maintenance plan in outline, and a detailed rolling Annual Plan, assist in the formulation of Financial Budgets to deliver these plans. Ensure expenditure is contained within these Financial Budgets, negotiating with service providers, contractors and suppliers to ensure best value is obtained. ASSET MANAGEMENT & PROCUREMENT · To oversee the compilation and maintenance of the school’s assets and make recommendations to the School Business Manager regarding asset replacement. · Responsible for ensuring that all assets and disposals are recorded correctly and have been authorised. · To oversee the purchase, repair and maintenance of all furniture, equipment and fittings within the approved budget. ENERGY MANAGEMENT · Responsible for monitoring of all utility services and the Building Management System, investigating and implementing means of ways to reduce energy consumption, reduce waste and increase recycling. LETTINGS · To oversee the letting of the school premises to outside organisations and school staff and the development of facilities for out of school use. · Maximise income for the school, ensure proper provision of facilities and services required, and ensure compliance with all health, safety and insurance regulations. · Some flexibility may be required especially during periods of holiday or sickness absence. MANAGEMENT OF CONTRACTORS · Arranging estimates for works and monitoring the work of on-site contractors. · Liaising with appropriate organisations and agencies in connection with planning and conducting minor and major works at the school and ensuring timely completion achieving the required standards, and improvements specified, and ensuring compliance with health and safety requirements. · Managing and planning the most cost effective and efficient reporting systems for information concerning all premises – related matters, their maintenance, improvement and updating
