JOB TITLE: Technical Assurance Manager: Heat Networks
Reports to: Head of Technical Assurance Services
Direct Reports: None (Matrix management of Utilities Project Co-ordinator)
PURPOSE OF THE ROLE:
CBRE Property Management (PM) UK is a global leader in property management services, acting on behalf of investor Clients for a diverse property portfolio. Within this portfolio, there are heat networks that distribute heat or cooling from a central source to various occupiers including retail, offices, and residential.
As the Technical Assurance Manager: Heat Networks, you will support the CBRE PM UK teams in understanding and implementing UK-wide best practices for heat network management, delivery, and optimisation, ensuring compliance and effectiveness.
KEY ACCOUNTABILITIES
Strategy, Process and Standards
* Determine and execute an end-to-end heat network strategy with supporting processes for the UK property portfolio.
* Manage and optimise heat networks including metering and billing performance.
* Establish and chair meetings with key stakeholders to maintain CBRE processes and complete regulatory reporting.
Technical And Compliance
* Ensure compliance with heat market regulations and conduct periodic audits of properties.
* Support operational teams on asset metering and plant optimisation.
* Utilise schematics and inspections to formulate meter inventories and recharge strategies.
* Ensure meter calibration is completed before practical completion.
* Manage performance of communal heating systems and landlord energy supply.
* Set tariffs for accurate cost recovery.
* Provide expert advice on heat/cooling networks and energy centre operations.
* Seek funding to improve heat network performance.
Metering and Billing
* Review meter installations for compliance with legislation.
* Ensure CBRE processes for Heat Networks are maintained.
* Advise on new connections and disconnections.
* Manage complex queries concerning metered consumption.
Reporting
* Manage data flows to ensure accurate energy reporting.
* Work with teams to reduce lifecycle energy costs and CO2 emissions.
Stakeholder Liaison and Leadership
* Collaborate with operational, utilities, and accounting teams to resolve consumption queries.
* Ensure third-party suppliers meet robust requirements.
* Provide guidance on heat network related billing requirements.
* Advise on properties coming into and out of management.
* Liaise with Clients and occupiers to resolve queries.
Development
* Maintain professional qualifications through appropriate training.
JOB REQUIREMENTS & QUALIFICATIONS
Education:
* Bachelor’s degree in building services engineering.
* CIBSE Heat Network Consultant certification (desirable).
Previous Experience:
* Experience with mechanical and electrical installations, including HVAC plant.
* Experience of energy systems and heat networks.
* Understanding of energy efficiency calculations.
* Knowledge of the UK Managing Agent and utilities industry.
