Job Title: Chief Accountant Public Sector role for a Borough Council Location: Essex Contract Type: Temporary Working Pattern: Full Time HYBRID Salary: £454.44 per day PAYE - £572 per day Umbrella About Us: Our client is a prominent organisation in the public finance sector, dedicated to delivering exceptional financial services and support to their community. They are now seeking a skilled Chief Accountant to join their team in Brentwood. Role Overview: As the Chief Accountant, you will lead and oversee the Treasury Management function, ensuring effective management of cashflows, banking transactions, and capital market activities. You will also develop the Capital and Investment Strategy and play a vital role in the preparation of the annual statement of accounts. Key Responsibilities: Lead the Treasury Management function, including cashflow management and banking transactions. Develop the Capital and Investment Strategy, alongside the Treasury Management Strategy. Support the development of the Housing Revenue Account (HRA) 30-year Business Plan. Coordinate the final accounts process in collaboration with external auditors. Provide expert advice on technical accounting matters, including Collection Fund, Pensions, and VAT. Manage and mentor the Technical Accountant, overseeing their work and professional development. Prepare treasury elements of the statement of accounts to meet statutory requirements. Build strong relationships with internal and external auditors, facilitating the annual audit programme. Ensure timely and accurate completion of all government returns. Provide tailored financial advice and reports to internal stakeholders. Qualifications and Skills: Part or fully qualified Accountant (AAT or higher). Fully qualified CCAB Accountant. Strong understanding of public sector finance and legislation. Proficient in financial management systems and MS Office Suite. Experience in budget preparation and the production of the Annual Statement of Accounts. Excellent analytical, interpersonal, and communication skills. Proven experience in treasury management and dealing with auditors. Why Join Us?
