We are looking for an Export Control Lead Practitioner to join our Quality and Continuous Improvement Team based in Coventry or Liverpool.
Reporting to the Head of Governance & Assurance, you will lead in developing a ‘best-in-class’ Export Control service that enables the MTC to more effectively manage export compliance for military or dual-use items (goods, software, technology, documents, and diagrams etc). In this challenging, exciting, and growing role, you will be supported by a number of stakeholders, including the Legal Department, Value Chain, Quality, and a dispersed network of Technical Export Control Officers working within projects day-to-day.
Main Responsibilities
1. Developing and implementing Export Control Management Processes and Policy.
2. Providing expert advice and support to projects and programmes.
3. Maintaining records and evidence of compliance.
4. Disseminating and briefing export control policies.
5. Developing and delivering training materials to ensure that the necessary knowledge is institutionalised within the organisation.
6. Conducting audits, compliance evaluations, and investigations.
7. Engaging with project teams and other stakeholders to anticipate export risks/issues and reduce lead times and delays.
8. Developing productive interfaces with adjacent functions e.g. Quality, Value Chain, Legal, Engineering etc.
9. Being vigilant and perpetually evaluating the adequacy of existing Export Control arrangements in the MTC and taking anticipatory action against perceived risk.
Person Specification
We are looking for someone who is/has:
Essential Skills/Qualifications/Experience
1. Working with limited supervision using own expertise and initiative.
2. Managing a quality of transactional service provision to a defined level.
3. The ability to establish personal credibility, gravitas and act as an advocate for compliance in a complex project environment.
4. Evaluate resource requirements and create business cases for resource and budgetary needs.
5. Persuasive communication skills.
6. Meticulous attention to detail.
7. Experience of working within a compliance environment.
8. Experience in one of the following areas: Legal, Export, Procurement, Commercial, Project Management.
9. Sound working knowledge of Export Control requirements, particularly UK, but with some ITAR knowledge.
10. Fluent in the licence application process and goods checker etc.
11. Knowledge of IT Toolsets such as MS Office.
Desirable Skills/Qualifications/Experience
1. Degree level education.
2. Close working relationship or involvement with ECJU / DBT / MOD.
