Position Summary:
Reporting to the Asset Manager, the Network Controller is responsible for maintenance tasks and capital projects related to network fixed assets, including meters, services, mains, and PRIs. You will oversee operational activities across the network, such as pressure point validation, line sizing, capacity assurance, and Safe Control of Operations (SCO). Natural gas is delivered through an undersea pipeline from the UK and distributed across the island.
Reporting to the Head of Asset Management and Operations, this role ensures:
Independent oversight of safe control of operations across the gas networks and operational sites.
Dedicated independent analysis and support on matters of network integrity and network capital projects.
Accurate and timely updates of network records.
Network Controller Responsibilities:
Ensure coordination and cooperation between all internal and external organizations' proposed work.
Maintain internal communication links to notify all affected persons in advance and allow them to approve or supply relevant data.
Manage conflicts in procedures that can affect network security of supply.
Liaise with Authorising Engineers to ensure contingency plans are suitable and sufficient.
Maintain a register of notified perimetry and personnel validated to undertake work on the network.
Validate the competency of individuals undertaking work and suspend registrations where competency standards are not met.
Liaise with the Responsible Engineer to ensure individuals on the register hold the appropriate Safety & Technical Competencies.
Record notifications of the start and end of any operation covered under Safe Control of Operations within the network and plant and keep accurate records.
Ensure SCO audits are completed and reviewed and report any SCO issues and performance to the Senior Management Team.
Ensure odour monitoring is completed and recorded according to procedure.
Develop, update, and maintain accurate network records.
Analyse, update, and maintain the network risk model and network analysis model.
Manage Esri ArcGIS, Network Analysis, and MRPS, ensuring accurate data capture for interpretation and analysis.
Utilise the CMMS to provide key performance indicators demonstrating asset performance, integrity, and efficiency.
Provide asset integrity management support for engineering decisions related to network matters.
Deliver key objectives set by the Head of Asset Management and Asset Delivery Manager.
Assist with the development and review of Asset Information Standards.
Provide technical support for Asset Information Systems (CMMS/GIS/Network Dynamics/Information & Data).
Administer and improve data and information management.
Undertake specific improvement and development projects related to ESRI ArcGIS.
Assist in site surveying and data collection.
Build sustainable relationships of trust through open and interactive communication with the Network Operations & Asset Management team.
Work closely with Asset Managers and Operational Officers to enhance asset information systems.
Communicate effectively with all departments within the company and with outside agencies in line with the company’s Data Protection Policy.
Assist in monitoring and controlling tasks associated with routine operations on the gas distribution network.
Collect and report operational data associated with the gas distribution network.
Work with the team to resolve hazards and events on the gas distribution network.
Participate in monitoring and controlling work carried out by Mann Construction as part of the current contract.
Support the Supervising Officer in preparing work packages for the work supplier.
Provide accurate drawings and information of the distribution network for work to be undertaken by the work supplier.
Ensure tasks are carried out with minimal disruption to customers and in an efficient manner.
