The Navy Strat Plans Analyst is a challenging and rewarding role that provides analysis of various sources of Data in support of strategy and planning development. The Assistant Chief of Naval Staff organisation leads the development of RN strategy, through a strategic balance of investment process, manages RN engagement with Ministers, the Ministry of Defence, Parliament, the other Front-Line Commands, allied Navies, Other Government Departments, the Maritime Enterprise, academia and think tanks and the general public, developing and coordinating corresponding Navy policy. The Deputy Directory; Navy Strategic Planning leads the development of the Royal Navy Strategy, managing the strategic choices required to deliver the RN budget, delivery of the Command Plan and strategic analysis of management information for the Navy Executive Committee and supporting First Sea Lord in their role as the 4 Top Level Budget Holder, in Holding to Account sessions with Head Office. This position is advertised at 37 hours per week. Job description This post will be a key team member of the Navy Strategic Planning Team within the ACNS Directorate. The post works directly to the Head of Plans, providing the strategic headquarters with a brain function and will work in an agile way to bring people, processes, connectivity, and technology together to maximise effect. The analyst post will be unbounded in areas for analysis, but the majority of projects will be fast paced and delivery will be required in short timelines. Products will be predominantly presented to the First and Second Sea Lords through Assistant Chief of the Naval Staff. As an agile, Scrum based organisation, the post will also support the two teams with Strategic Planning (i.e. the Strategy Team and the Planning Team) to deliver priority products where analysis expertise is required. Examples of these include; Cost modelling future Navy propositions to enable strategic decision making. Analysis into the consequences of changes of RN Strategy. Strategic trend analysis in performance data across the organisation from Finance through to Operations. Strategic analysis of the future RN and how it might be more achievable through changes or choices. Other components of the role include: As the lead analyst within Strat Plans and one of the most senior analyst posts within the Command, the post holder will considerably contribute to development of the Analysis Function within the Command. They will have to work with and leverage internal government organisations such as DSTL or GORS and interact with external organisations who maybe required to provide specialist support. Work with Deputy Director to provide advice of the robustness and quality of the evidence being presented and used by the NEC. Work closely with the Red Team in the Policy & Engagement Deputy Directorate to analyse a range of products across the command. Provide advice to other 2 areas across the Command that have a lack of analysis SQEP. Person specification Practitioner in analysing complex data using digital tools. Practitioner in cost modelling using Excel and other tools. Strong communication and influencing skills. Strong skills in presenting the results of analysis.
