Introduction:
Our client, a leading public sector organization, is seeking an experienced Interim Programme Manager to lead transformation and business change programmes. As the Programme Manager, you will play a key role in driving the delivery of projects, collaborating closely with service teams and senior stakeholders. This is an exciting opportunity to make a real impact on enhancing outcomes for residents and ensuring the client's financial sustainability.
Key Responsibilities:
1. Lead and oversee the management of projects within the delivery function
2. Collaborate with service teams and senior stakeholders to drive successful programme outcomes
3. Manage and provide guidance to Project Managers and Project Support Officers
4. Utilise agile and Prince2 methodologies to effectively deliver projects from inception to fruition
5. Drive service design approaches that prioritize people-centric service delivery
6. Navigate complexities within the organization and engage service delivery teams in change
7. Grasp and interpret complex information, demonstrating quick learning abilities
8. Deliver tangible outcomes through the successful execution of projects
Job Requirements:
9. Significant experience in programme management, preferably in local government
10. Strong understanding of programme and project methodologies
11. Proven ability to successfully deliver projects, with evidence of positive change impacts
12. Proficiency in leading service change projects that improve services for residents and deliver savings
13. Excellent influencing skills and ability to work effectively with senior stakeholders
14. Experience in managing Project Managers and Project Support Officers
15. Thorough knowledge of agile and Prince2 methodologies
16. Ability to navigate complexities within organizations and engage service delivery teams in change

KNOWLEDGE:
Knowledge of risk management and experience of managing risk
Awareness of information governance issues and legislation.
An understanding of the political context and environment.
An understanding of procurement processes and principles
EXPERIENCE:
Experience of delivering large, complex, multi-stakeholder programmes using proven programme management techniques.
Financial awareness and budget management experience.
Extensive knowledge of innovative equality and diversity interventions.
Awareness of their own responsibilities and accountabilities when working at senior management level and experience of engaging with stakeholders, including in a political environment.
Understanding the organisation's vision and goals and is able to translate this into effective service delivery and business innovation at a senior level and with partners.
Providing clear measures of success and delivering constructive performance feedback in order to achieve identified aspirations and outcomes for service users.
