The Finance Team in Westminster City Council is a world of extraordinary stories, where we go above and beyond for our residents – in all sorts of pioneering ways. Our approach to responsible procurement and the way we work collaboratively with our suppliers can bring significant benefits, including huge reductions in environmental impact.
Take the award-winning Kings Street footway scheme. This was the first scheme of its kind in the UK to switch all possible high carbon materials and equipment for zero and low carbon alternatives. This included using electric tools and excavators, low carbon foundations, concrete and paving and zero-emission deliveries to site. The result? A 79% carbon saving compared to traditional techniques.
And why does this success matter? Because Kings Street has formed a blueprint for future projects. Its success has been translated to five further paving schemes, which have achieved savings of up to 94% operational carbon against comparable sites. A subsequent resurfacing project in Third Avenue achieved another UK first in its use of 85% recycled material on the roadway. These schemes demonstrate that partnership working with our suppliers can help us meet the councils net zero carbon targets.

The Role:
As a Strategy & Analysis Service Coordinator, you too can make your own powerful contribution to Westminster’s success. You will sit under the Service Development team, which is a part of Strategy & Intelligence, who are the custodians for the Council’s strategy and delivery plan, leading on corporate risk and performance reporting. They also deliver core analytical services, ensuring that the Council makes decisions that are backed by evidence, take the voice of the residents into account and measure the impact of its activity. Home to the Council’s Chief Analyst and Chief Economist, the S&I team also provides leadership for these professions across the Council.
Your team will be vital in supporting the Analytical Profession across the Council, while helping to drive delivery of the Council’s data democratisation and open data ambitions. Critical to ensuring that S&I’s strategy, performance and analysis services run smoothly, your team will showcase effective governance and project management skills.
You will also have to work under the Service Development Manager to deliver wide variety of programme and projects including Urban Lab and Intelligence Hub. These projects will be in relation to staff networks and engagement for the analytical profession, delivery of key data publication activity and information and knowledge management for strategy, performance and analysis. Managing projects and business planning for S&I’s portfolio will also be your responsibility.

About You:
You will need prior experience of working with a Service Management or Business Management role, where you would have delivered a range of service management or development activity. Having experience in a similar Senior Administration role, where you provided project support is also acceptable.
You will be highly motivated and self-starting, able to be responsible for a portfolio of work and drive delivery. An expert on project management, you will have a proven track record of producing relevant programme documentation to a high standard with knowledge of core processes, tools and techniques.
You will also be well-versed with writing documents and ensuring best practice guidelines are followed utilising tools from bodies like the gov.uk website. Any prior experience in delivering engagement activity is highly desirable.
An excellent written and oral communicator, you will have great interpersonal skills that will support your ability to build relationships with a wide range of stakeholders, including senior leaders. You will also have good knowledge of of legislation, including General Data Protection Regulations (GDPR), Data Protection Act, and practical experience of ensuring service compliance.
