They are seeking a dynamic Senior Insight and Engagement Project Officer to lead this transformative journey.
This temporary opportunity is for a duration of 3 months, with a possibility of extension up to 2 years and potential permanent opportunities. The hourly rate for this position ranges from £23.14 to £28.04 PAYE or £30.11 - 36.48 umbrella. In addition, our client offers a hybrid working model, allowing for a combination of remote and office-based work.
The role is full time, Monday to Friday, 36 hours per week, on a hybrid working basis. The offices are based in Twickenham and Wandsworth, with the opportunity for remote working.
The Listening Council Programme
The 'Listening Council' Programme aims to develop a multi-layered approach to delivering insight and engagement, expanding our client's reach and developing faster and more responsive ways to listen and engage. With a focus on targeting voices that might not always be heard whilst also fostering listening and engagement with those already active and vocal. This is an exciting programme that aims to be a leading example within the public sector for best practice and innovation when it comes to engaging with its residents and communities.
About the team
You will be based in the Consultation Team within the Chief Executive Department at the London Borough of Richmond and Wandsworth. The team works across both, carrying out and commissioning public consultation and engagement projects, analysing the results, using the data to provide insight to officers and councillors, and feeding back to the public. The team works with a huge range of people across the organisation, including elected councillors and officers at all levels, and the wide range of projects means that no two days are ever the same. As well as the 'Listening Council' programme, you'll have the opportunity to get involved in a variety of consultation and engagement projects across both Councils.
About the role:
As the Insight and Engagement Project Officer, you will manage the market research agency responsible for delivering our flagship 'Listening Council' insight and engagement programme. You'll work closely with colleagues and councillors across the organisation to optimise and drive engagement with our residents. Your project management skills, collaboration, creative problem solving, and attention to detail will be instrumental in delivering successful engagement activities and contributing to our mission of putting local residents at the heart of all we do.
Your key responsibilities will be:
1. Project Management:
Provide a high level of project support to officers and partners. Responsible for the coordination and administration of corporate insight and engagement projects including the Listening Council programme. Ensure adherence to agreed deliverables and deadlines.
2. Stakeholder Engagement, Collaboration, and Communication:
Act as the single point of contact with our market research partners to ensure adherence to agreed deliverables and deadlines. Establish and maintain positive relationships with key internal (including senior officers across the organisation and councillors) and external stakeholders. Work collaboratively with internal and external stakeholders to support the development and implementation of corporate projects including the Listening Council Programme.
3. Governance, Monitoring, and Reporting:
Establish and maintain a robust governance framework and practices for insight and engagement projects and programmes (including the Listening Council programme). Establish effective risk management arrangements and practices, develop a risk management register, plan and mitigations and ensure they are integrated into the governance framework. Develop effective performance metrics, programme updates to track and report on the progress of projects and programmes including to senior officers and councillors. Evaluate the effectiveness of resident engagement activities against agreed objectives.
Essential requirements:
* Proven experience in project management, particularly in community engagement or public sector projects.
* Experience running or commissioning quantitative and qualitative research projects.
* Experience liaising with colleagues at all levels including senior management, stakeholders, and elected councillors.
* Excellent communication and interpersonal skills.
* Experience of managing a range of internal and external stakeholders.
* Proficiency in data analysis and interpretation.
* Proficiency in monitoring and evaluating the effectiveness of engagement strategies.
* Ability to design and deliver effective presentations.
