We are looking for a candidate who has a strong technical estates background with experience of managing and delivering capital projects in a highly complex environment, preferably in healthcare. The successful candidate will be responsible for supporting major capital projects as well as delivering smaller capital projects where the quality of service, a safe patient and staff environment, strong financial management and statutory compliance are the key drivers within all areas of the service.
This is a key role within our capital team, and we are keen to recruit a motivated individual who will help us to provide the levels of service that we continually strive to meet for our patients and clinical colleagues.

Main duties of the job
The role of the Capital Division is to provide a comprehensive range of support services to allow the delivery of all of the Board's capital investment activities. The post holder will work within broad occupational policies and form part of an integrated team within the Planning and Estates Directorate.
The post holder will assist the Head of Capital in the effective operation of the Capital Planning section, leading the Board through the capital planning process and delivery of all outcomes of investments to ensure that capital assets are procured and service improvements delivered which are critical to Cwm Taf UHB.
The post holder will utilise technical knowledge and expertise to provide the full range of capital planning and project management services required by the UHB, whilst ensuring statutory compliance and with reference to all available advisory guidance. This will routinely necessitate working within challenging parameters of cost, time and quality and involve the processing of highly complex, contentious and sensitive information.
Job responsibilities
Fulfil the role, as assigned, of Project Manager, providing project delivery as defined in the Capital Investment Manual for designated schemes to ensure the successful completion to the UHBs requirements of cost, time and quality and in accordance with Welsh Government issued capital guidance, Concode, Estatecode and other mandatory/statutory requirements.
Act as the main input on construction issues for projects, and liaise with other professional colleagues (mechanical, electrical, IT, Telecommunications, Fire Officer, etc.) to ensure successful completion of capital schemes within designated timeframe. This will require the adjustment of project plans if targets are not met and project slippage is identified. Formulate fee bid lists, making recommendations on the appointment of external design consultants and external contractors, as well as other external suppliers.
Brief, manage and monitor the performance of design consultants and external contractors, ensuring that the requirements for all procurement regulations are complied with as necessary. Provide technical estates and capital planning/costs input in the preparation of Initial Project Proposals, and all business case formats required in line with Welsh Government Guidance.
Lead, direct and support multi-disciplinary project teams, and provide associated administrative function i.e. general correspondence, minutes, reports etc.
Person Specification
Qualifications
* Degree/HNC/HND or equivalent skills, knowledge and experience in an Estates/Construction related discipline.
* Evidence of CPD & Member of a professional institution.
Knowledge
* Knowledge of the relationship of building design and building services, staff management and project management to post graduate Diploma level equivalency and knowledge of building regulations.
* Knowledge of the Healthcare environment or experience in working within a healthcare organisation
Experience
* Significant practical experience in estates/construction industry and experience in project management role and proven track record of Project Management function on schemes of relevant scale.
* Experience of working in a large project environment, understanding building design and practice and working knowledge of building standards.
