We are looking for a highly experienced Compliance Officer to join the supportive and friendly Compliance, Contracts and Health & Safety Team on a full time, permanent basis. This role is being offered on a flexible and hybrid working pattern and will be partly working from home with some visits required to sites for inspection, office etc. As a Compliance Officer, you will assist the Team Leader in maintaining statutory / compliance records required in meeting this Council’s legal duties and maintaining the provision of an effective property management/maintenance service for all capital and revenue funded works. You will carry out unsupervised site visits and be aware of the Health and Safety issues pertaining to safe working methods. You will ensure all projects undertaken within the group are compliant with current CDM Regulations. You will implement and manage the Councils statutory requirements for asbestos surveys to all council owned buildings (not including Housing stock) and maintain records of all surveys undertaken. You will respond to initial enquiries into the service: to include provision of advice and guidance to callers and assist as required. You will be responsible for the preparation and maintenance of Property and Estates Management operational guidance manuals, to undertake regular reviews and update the guidance as required. You will participate in the preparation of presentations, publicity campaigns etc to schools, community groups or other organisations in respect of service activities. You will be required to attend project meetings, carry out building site inspections and assist in monitoring the performance of contractors within the service area. You will be responsible for the preparation and formulating health and safety files and ensuring these are passed on to the end user when the project is completed. You will undertake any other duties as required from time to time taking into consideration of the grade of the post. To be successful in this role, it is essential that you have general working knowledge of Property Services in relation to the delivery of capital and revenue works. A good understanding and implementation of Asbetos and CDM regulations will be highly advantageous. Solid knowledge of Building Regulations, codes of Practice, Health and Safety Legislation and any other statutory requirements including european procedure is essential for this role. It is vital that you have experience of developing policies and procedures and experience of carrying out risk assessment, audits, inspections etc. You need to be able to communicate effectively as you will be liaising with a diverse range of both internal and external stakeholders across different levels. NEBOSH certificate is essential for this role and further training will be given to the successful candidate.
