About the Role
Leicestershire County Council is looking to appoint a Finance Support Assistant within Finance Operations (Corporate Resources Department), supporting Adult Social Care (ASC) and Health, working within the Debt Resolution Team.
The role involves undertaking affordability checks related to the re-designed and improved Third-Party Top Up fees for Residential care homes. A Third-party provider payment is the difference between the weekly cost of the home and the LCC banded rate, which we subsequently recover from the Third Party.
This position is integral to our large, progressive, and diverse team, working in a fast-paced and modern finance environment. You will help collect £42m of social care income and manage £160m of expenditure per annum to social care providers and customers.
As part of the Debt Resolution Team, you will manage your own worklist/ledger, supporting our customers to resolve debt-related issues and disputes. Your experience in collections or credit control will be key, as you will process an online calculator aimed at reducing the level of third-party debt.
You will be client-driven, understand finance and debt processes, and be motivated to deliver change. This post offers an excellent opportunity to gain experience and understanding of Local Government Finance while collaborating with key stakeholders and partners.
About You
We are looking for someone who is enthusiastic, focused, and committed to:
* Reducing Third Party debt by ensuring those nominated to pay a top-up are best placed to do so.
* Strong analytical skills to drill down into financial data.
* Customer service skills, as the role involves regular contact with Social Services and the public.
* Working with service areas to identify root causes of invoice queries, improving query resolution, and reducing delayed payments.
* Building strong relationships with service areas and customers for improved query resolution and timely debt collection.
* Strong IT skills, particularly in Excel, and the ability to communicate effectively in writing, face-to-face, and by telephone, including managing challenging conversations.
* Strong time management skills to manage a portfolio of accounts.
