Senior HR Manager
Location: Belfast
A high-profile public sector organisation in Northern Ireland is seeking an experienced Senior HR professional to lead on workforce governance and act as a strategic HR Business Partner to its corporate directorates. This is a fantastic opportunity to influence senior leadership and shape modern, effective HR practices in a dynamic, multi-functional organisation.
The Role:
You'll oversee workforce governance, including workforce planning, information systems, and audit/risk within the HR & OD directorate, while providing daily senior management support to Resourcing and Pay & Conditions functions. As HR Business Partner to corporate services, you will lead on workforce-related change, transformation, and strategy.
Key Responsibilities:
1. Lead governance across workforce practices, including audit, assurance, and risk
2. Drive transformation programmes with innovative workforce solutions
3. Oversee the Workforce Information, Planning, and Systems teams
4. Support delivery of safe, effective, and modern HR services
5. Act as senior HR advisor to corporate directorates on planning, change, and strategy
6. Represent the organisation at regional forums and working groups
What You'll Need:
1. Degree or relevant HR qualification + minimum 2 years' senior HR experience
OR
5 years' HR experience with 2 at senior level
2. Demonstrated experience leading service improvements and workforce change
3. Strong working knowledge of UK employment law and governance frameworks
4. Excellent communication, planning, and influencing skills
5. Full UK driving licence or access to suitable transport
Desirable:
1. Postgraduate HR qualification
2. Experience within HSC, NHS, or wider public sector
