Our public sector client is currently looking for an Senior Developing Highways Manager to join their team on a contract basis for initially 6 months.
Job Purpose
* The post will be required to act as the senior officer within the Developing Highways team, who facilitate economic growth on the highway network, providing best value and maximisation of opportunities to enhance the highway network, while supporting the developing needs of communities. through the management of development sites through such means as S38, S278 and S106 agreements. They will also lead on large scale projects and developments from a highway perspective and ensure that the team as a whole are supporting and facilitating the council’s economic growth strategy. The Developing Highways team commission many services and this post will be required to manage the commissioning contracts.
* The post is that of a senior officer and you will be required to operate at a senior level, whereby you will be expected to generate and manage your own workload, be able to lead on a range of proposals and projects, and to be accountable for advice given to members of the senior management team.
* To support the Planning and Development Services Manager in delivering a development management service that meets the objectives and operating principles of Shropshire as an enterprising council.
Key Responsibilities
* Responsible to Planning and Development Services Manager who is in turn responsible for the post holder’s health and safety, training and development.
* Expected to lead and/or contribute to a range of projects and build relations with both internal and external partners in order to achieve specified outcomes, but will not have direct authority over those involved.
* Responsible and accountable for the performance and use of resources within a clearly defined part of the service area which supports the delivery of key outcomes for local people, achieved by building and maintaining an effective team.
Qualifications and training:
Essential:
* Degree in a highway, construction or equivalent field or relevant experience
* Incorporated Engineer qualification or relevant experience
* Commitment to continuous personal development and willing to undertake relevant training
Desirable:
* A post graduate qualification in management or, business or transport engineering and planning.
* NEC3 Service Manager Qualification or equivalent contract training
* Chartered Engineer
* A recognised management qualification
