Job Title: Head of Transformation
Location: [North West] (Hybrid working - 2-3 days on-site per week)

Job Summary:
We are seeking a highly skilled and experienced Head of Transformation to lead and manage the strategic transformation initiatives within our local authority. This is an interim role offering a day rate of £725 per day, outside of IR35, and will be pivotal in driving the transformation agenda across the organisation. The successful candidate will bring their public sector expertise to deliver significant, lasting improvements in service delivery and operational efficiency. This role requires a candidate with a proven track record in public sector transformation and the ability to inspire change within a complex, highly regulated environment.
Key Responsibilities:
Lead the design, development, and delivery of the local authority's transformation strategy, ensuring alignment with the organisation's vision, corporate priorities, and regulatory framework.
Oversee and lead the management of key transformation programs and projects, ensuring they meet objectives, time-lines, budgets, and performance indicators.
Manage and direct cross-functional teams, fostering collaboration and providing strong leadership to ensure successful project delivery.
Advise senior leadership and elected members on transformation priorities, risks, and opportunities, ensuring that projects align with strategic goals.
Provide expert guidance and support to departments to improve service delivery, introduce efficiency measures, and ensure transformation is embedded at all levels.
Ensure robust governance and reporting frameworks are in place, offering transparency and accountability for all transformation activities.
Champion a culture of innovation, digital transformation, and continuous improvement, introducing best practices in change management and project execution.
Lead stakeholder engagement efforts, including internal teams, external partners, and the community, ensuring clear communication of goals, progress, and impact.
Develop and manage a comprehensive transformation road-map, identifying key milestones and ensuring that transformation objectives are realised in a timely and cost-effective manner.
Monitor, evaluate, and report on the outcomes of transformation initiatives, using data to assess effectiveness and inform future strategy.
Manage and oversee the transformation budget, ensuring that financial resources are used efficiently and in line with public sector accountability standards.
Ensure compliance with all relevant public sector regulations, including governance, procurement, and data protection laws.
Work in partnership with other local authorities and public sector organisations to share learning, resources, and expertise.Key Requirements:
Extensive experience leading transformation programs or projects within the public sector, specifically in a local authority or similar public sector environment.
A deep understanding of the public sector landscape, governance structures, regulations, and challenges, including a strong track record of managing projects in line with public sector accountability frameworks.
Demonstrated success in delivering large-scale change initiatives, improving operational efficiency, and driving service improvements within the public sector.
Strong leadership skills with the ability to engage and influence senior stakeholders, managing cross-functional teams to deliver transformation projects effectively.
Excellent project management expertise, including experience with transformation methodologies such as Agile, Lean, or other recognised frameworks.
Strong communication and presentation skills, able to convey complex ideas and progress updates clearly to various stakeholders.
Experience with digital transformation in the public sector, including the integration of new technologies to improve public service delivery.
Proven ability to develop and implement a clear transformation strategy that aligns with long-term objectives and organisational priorities.
Ability to manage and prioritise multiple transformation initiatives simultaneously, ensuring that resources are efficiently allocated.
A strategic thinker with a practical approach to problem-solving and overcoming challenges in complex public sector environments.
Strong financial acumen, with experience managing large budgets and ensuring value for money in public sector projects.Desirable:
Experience with data-driven decision-making and performance measurement in public sector transformation projects.
Familiarity with Lean, Agile, or other transformation methodologies and their application in public sector organisations.
