Salary: £50,000 - £55,000, dependent on skills, knowledge and experience
Location: Pier Walk, North Greenwich – Hybrid working
Contract type: 12-month Fixed Term TfL Contract.
Hybrid working within this role enables a balance of 50 per cent of time split between the office and home over a 4-week period. Hybrid working arrangements can evolve subject to business requirements.
Job Purpose
The Project Controls Analyst will provide a critical assurance role, supporting the project community to ensure the successful delivery of Technology & Data changes, on time, to budget and to the highest possible quality standards.
You will be responsible for managing controls and compliance for one or more programmes as well as implementing and embedding continuous improvements to processes, systems and ways of working across the portfolio.

Key Accountabilities
* Implementing best practice programme & project controls and monitoring their application to the assigned programmes and projects, ensuring documentation and processes are fit for purpose.
* Monitoring and reporting on the progress of T&D programmes & projects, to ensure timely delivery of business objectives and alignment to financial budgets.
* Providing project controls advice & support to the programme community.
* Acting as a central point of information on the status of T&D projects and programmes.
* Actively pursuing continuous improvements and risk mitigation measures across all T&D project controls services and making recommendations for changes to ensure improved programme & project delivery whilst balancing value for money and service performance requirements.
* Establishing and maintaining milestone plans, project plans etc for the assigned T&D programmes and projects, to the required standard, to provide full visibility of status and enable timely and accurate decision making.
Key Interfaces
Pro-actively work with all key interfaces including but not limited to:
* Heads of T&D functions, Project & Programme Controls Manager and Tech Programmes team members to provide advice on programme and project controls and governance and ensure these are implemented.
* Project & Programme Controls Manager to align programme & project management practice across T&D.
* All stakeholders but particularly the Tech Programmes team, TfL Commercial Officers and Tech Service Operations team to ensure that project and programme controls services continue to meet their needs.
* The Finance Business Support Function to liaise on project authority values, costs, forecasts and budgets.
* External Stakeholders including suppliers and external bodies and organisations.
Skills, Knowledge & Experience
Skills
* Skilled in the application of programme and project management techniques (Desirable).
* Strong analytical skills, able to identify complex critical issues and constructively challenge colleagues of all levels (Essential).
* Demonstrable ability to manage conflicting priorities to achieve tight deadlines (Essential).
* Proven ability to build strong working relationships with colleagues and external stakeholders (Essential).
* Ability to present effectively to Heads of T&D functions and delivery leads and communicate clearly and confidently, both orally and in writing (Essential).
Knowledge
* Substantial knowledge of programme and project management techniques and procedures including risk and issue assessment, planning and financial controls (Essential) and their application to complex technology and data product changes (Desirable).
* Professional qualification in project or equivalent programme management knowledge, e.g. APM, Prince 2 (Desirable).
* Experience working with the full suite of Microsoft Office tools, including PowerPoint, Word, Excel and Visio (Essential).
Experience
Extensive experience of:
* Knowledge and experience of end-to-end programme and project delivery to be able to advise on pragmatic solutions where the context requires it (Essential).
* Experience of implementing a professional, rigorous system of controls (preferably within projects and programmes) and ensuring compliance with these (Essential).
* Leading programme and project teams through TfL Gateway processes including assessment by external experts (Desirable).
* Experience of project controls and assurance for technology projects delivered within an Agile and Waterfall methodology (Desirable).
* Experience of supporting technology projects through the relevant processes and approvals and assuring their outcomes (Desirable).

Fixed-term contract opportunity for 12 months
As a fixed term contractor, we can offer you a choice of pension arrangements.
