The Role of the Mechanical Section Engineer
Ensure all Statutory requirements for all plant, equipment are met in accordance with business KPIs for statutory inspections.
Determine and allocate the engineering resources and materials needed to satisfy the operational and engineering requirements of the plant. This must be achieved in line with the Company Asset Management Framework, utilising the relevant processes to optimise and improve the plants availability for production.
Devise and develop planned maintenance and inspection schedules and ensure that they are implemented to meet statutory, quality and engineering requirements.
Provide technical and engineering expertise to Production Management and Department Engineers.
To ensure that plant, departmental personnel, and contractors operate within and comply with the Liberty Speciality Steels Policy and statutory Health, Safety and Environmental legislation.
To ensure safety standards in the area are maintained and safe working procedures are implemented and adhered to at all levels. Reporting any accidents and near misses, to improve the Occupational Safety of personnel.
To clearly implement and demonstrate the required approach to process safety requirements under his responsibility, including MOC processes etc.
Monitor and control expenditure on spares, materials, and labour to keep within agreed budgets.
Identify and assist in the preparation of capital and revenue schemes, resulting in the continuous enhancement of engineering and production performance.
Develop, prepare, and submit Major Maintenance proposals and Stop Week schedules, with responsibility for justification, and full implementation, to meet the programme of Works within agreed costs and timescales.
Organise and manage the training and development of the Mechanical and any Sturctural elements of a multi discipline engineering team and production personnel to provide a safety conscious and technically competent workforce.
Liaise with and assist Project Engineers during the design and implementation of capital, revenue, and major maintenance schemes.
Negotiate contracts, organise, and control specialist contractors providing both on and off site maintenance and services, refurbishment, and modifications. Ensure that such contractors are competent and are adequately informed of the job requirements, arrange permits to work, agree access and safety procedures and to ensure such requirements are adhered to.
To lead and co-ordinate investigations, identify root cause and implement solutions to any problems occurring within the area of responsibility.
To monitor KPIs for the area of responsibility, identify any deviation from target and implement corrective action at the appropriate level, to include coaching of Team Leaders and Craftsmen to achieve these aims. These will include safety, maintenance schedule management within the companies computerised maintenance management system, production delay analysis and budgetary elements.
To perform the role of Duty Engineer when requested, having sole responsibility for all engineering aspects whilst following a weekend rota-working pattern should production levels necessitate.
To carry out Safety and Housekeeping Audits on a regular basis to encourage improved performance.
Responsible for teams compliance with requirements regarding thorough/conscientious recording of plant history (Infor) to demonstrate that statutory obligations are being fulfilled and to facilitate the process of continuous improvement.
Engage in the development and failure reduction activities.
Manage and develop Engineers and Craft teams to satisfy current and long-term Business objectives. To ensure the team achieve their full working potential through ongoing updates, appraisals, 121s and PDPs, addressing any knowledge and skills gaps that may be in evidence.
Performance managing any craftsman not contributing to the overall effectiveness of the team use Performance Management documents to support improvements.
Develop and train the Team Leaders and craft to a standard, which would allow delegation of responsibilities and cover when necessary.
To develop, and be responsible for, a daily plan developed from 24-hour review meetings for area of responsibility, communicate across all disciplines, and ensure the coordination of resources to achieve the plan.
Develop and cost reduction, energy saving and process improvements within their area and implement as cost benefit analysis allows.
Requirements of the Mechanical Section Engineer
The Mechanical Section Engineer is responsible for managing staff and craft labour resources.
The role has responsibility for engineering operations of all equipment within the designates area, and ensuring an efficient service is provided to all production departments to meet the needs of those departments within agreed budgets and to agreed standards.
To meet these requirements the jobholder must have the ability to implement decisions and obtain expert advice where required.
The range of plant or resources covered means that these demands are almost routinely encountered such that they are constantly dealing with immediate and longer-term issues simultaneously amidst the normal day-to-day managerial workload.
The Mechanical Section Engineer plays a key role in Continuous Improvement initiatives and advises on engineering design, maintenance, and procurement.
The role requires an individual who is capable of developing world best maintenance techniques and repair strategies within the constraints of agreed budgets and developing and managing service contracts that meet the requirements and expectations of the business.
The Mechanical Section Engineer is responsible for implementing safe working practices and procedures within his department to comply with all aspects of Health and Safety and Environmental legislation.
Knowledge and Experience of the Mechanical Section Engineer
The job holder will have a strong technical knowledge of mechanical, hydraulic, andpneumatic with a working understanding of electrical engineering principals also.
They will have at least 5 years experience in either a supervisory or technical role and must holdone of the following qualifications Mechanical / Manufacturing Engineering Degree or equivalent HND or HNC.
The should have a sound knowledge of accounting, stores and purchasing systems.
Principals of project / planning and resource management.
They should have a good working knowledge of Health and Safety legislation and the application in a Steelworks environment.

The post holder shall have the ability to read mechanical, hydraulic and pneumatic drawings and understand the relevant principals of operation they describe.
The post holder will also be familiar with machinery and bearing fits, mechanical drive and gearbox principals and condition monitoring techniques.
A good practical knowledge of site-based skills such as crane lifting and slinging, pipefitting and cleanliness requirements and work with gas services such as oxygen, natural gas and propane.
Able to communicate in clear concise manner, both in writing and orally, communicating honestly, clearly, and directly, making effective use of communication technology.
Computer literate with practical experience of electronic maintenance recording systems.
Project management skills.
