LOCATION: Initial Placement – Burford Administration Office
Minimum Qualifications:
* University Degree in Engineering and a license as a Professional Engineer of Ontario, or an equivalent combination of education and progressively responsible work experience, preferably in the field of municipal operations and public works management.
* Ten (10) or more years of progressive management experience preferably in a public sector environment in the field of municipal operations or engineering.
* Demonstrated change/project management and negotiation experience with various groups, including but not limited to Council, staff, bargaining units, local service groups/special interest bodies, provincial ministries, etc.
* Superior strategic planning, analytical, reasoning and problem solving skills.
* Significant experience with the development, management, and financial aspects of major infrastructure projects and a profound understanding of the principles and practice of municipal asset management.
* Knowledge of and experience with: drinking water treatment and distribution systems; wastewater collection and treatment systems; solid waste management collection and disposal systems; capital projects; transportation systems; and, corporate fleet and facility management.
* Superior leadership, team building and interpersonal skills, including functional facilitation and/or communication skills with all levels of the organization including council, government bodies, community groups and members of the public.
* Demonstrated collaborative abilities to build/strengthen inter-departmental and inter-agency relationships.
* Demonstrated tact and diplomacy skills and the ability to handle confidential matters with discretion.
* Commitment to exceptional customer service and to the health, safety, and well-being of staff and members of the public.
* Ability to remain organized and self-directed within a fast paced team oriented environment.
* Ability to travel and to work a flexible work schedule and meet deadlines.
* Acceptable Police Records Check.
Assets:
* Graduate degree in Engineering, Business Administration, or Public Administration.
* Municipal experience in a variety of municipal settings.
Duties:
Reporting to the CAO, the General Manager leads the Department that provides services which include Water Services, Wastewater Services, Solid Waste Management Services, Roads and Transportation Services, Infrastructure Services, and Capital Property. As a creative and strategic thinker, you will provide advice to County of Brant (County) Council and develop innovative solutions to complex problems.
As a member of the Senior Management Team, you play a critical role implementing the goals, policies, procedures, services and programs of the County. You will provide leadership to the Operations Department in accordance with Council approved policies and all applicable laws and statutes.
As General Manager of Operations, you will:
* Provide strategic direction to the various divisions within the department;
* Administer the department in a cost efficient and effective manner;
* Recommend new/updated policies, procedures, and service agreements to the CAO and to Council;
* Interface with all departments and governing bodies associated with the County;
* Initiate recommendations for continued best practices and continuous improvement of all services, programs and assets associated with the department;
* Develop and present the department’s budget through the annual County budget process;
* Follow budgetary control policies and procedures and act in compliance with the County’s policies for purchasing;
* Manage mandated protocols and safe-keeping of all records within the responsibility of the department;
* Periodically review the department’s organizational structure, internal processes, and business practices and recommend changes to improve the department’s performance and level of service;
* Prepare studies, reports and related information for Council, and attend Council and Committee meetings as required;
* Make presentations to Council, community groups, public meetings, and other public forums and represent the County and the department with professionalism, tact, diplomacy, and passion;
* Ensure the department’s business plans, performance measures and financial forecasts are appropriately prepared and aligned with the County’s strategic plan(s);
* Be a team member on inter-departmental projects such as Development Charges, high profile development projects, long term financial plan.
* Provide mentoring to staff in Operations and other departments as requested.
* Manage human resources and create a team-focused, engaged, and productive staff environment;
* Provide other duties as assigned.
Annual salary range – $157,197 - $176,995 (Job Grade 15) 35 hours per week
