The role
We are currently looking to appoint a highly driven Development Officer to work alongside the Property Services department to unlock options, which will support Rossendale residents with their housing needs whilst also providing an element of tenancy support for properties that the local authority own.

Duties and responsibilities
- Assist the Senior Property Officer with all aspects of management of the Councils property portfolio, ensuring that the commercial assets are maintained, affordable, sustainable and comply with all statutory legislation;
- Processing PLR (Public Land Registry) requests related to Council-owned land that directly influence housing site availability.
- Manage external funding streams to increase the variety of options available to Rossendale residents with a housing need, such as through the purchase of appropriate properties.
- Advance various options for Housing for Rossendale and develop the associated policies to support their management.
- Be the point of contact with Homes England, One Public Estates as well as other Stakeholders to bring forward development sites and seek external investment opportunities and complete the relevant returns and monitoring information.
- Assist in the development of strategies such as the tenancy strategy and around traditional mills to bring them forward for Housing schemes.
- Assist in the development of the strategic asset review categorising assets by type, ward and performance and using GIS and database systems to record data;
- Undertake site visits when required ensuring to adhere to department protocol;
- Be the point of contact for the small portfolio of Council owned housing stock and their associated budgets and compliance.
- Issue and lead on the Council’s responsibilities around licences and tenancy agreements and be the point of contact for tenants and support workers.
- Work as an effective member of a small team in order to deliver results assisting will all department projects where required;
- To undertake other relevant duties as delegated by the line manager.
Person Specification
- A minimum of two years of experience within the housing sector with specific understanding of tenancies and tenant management.
- Knowledge or experience in negotiating commercial land and property disposals and of negotiating, a lease renewal including the understanding of the procedural and practical actions you must undertake.
- Experience of the development and use of asset management registers and property databases.
- Experience of working in a customer focused role within a professional office environment as part of a multi-disciplinary team to deliver the service to a high quality standard and demonstrate a can do attitude.
- Experience of developing relationships with stakeholders and joint venture proposals.
- Able to cultivate and manage connections with key stakeholders to achieve the role objectives.
- Ability to hit the ground running within a small team with a challenging caseload.
- Strong ability to work autonomously, demonstrating the capacity to make independent decisions, prioritise tasks effectively, and proactively manage workload, ensuring high-quality deliverables within specified timelines
- Experience of managing budgets and the knowledge of costs associated with providing temporary accommodation.
