Job Title: Procurement Specialist
Location: Croydon - Hybrid working (1 day a week in office minimum)
Hourly rate £21.75 PAYE / £28.21 UMB Per Hour
Contract Length: Temporary assignment till end of February 2025 (possibility of extension)
Working Pattern: Full Time, Monday - Friday, 36 hours

Role purpose:
To support delivery of a strategic procurement service in spend areas assigned by the Strategic Procurement Manager ('assigned areas').
Design and deliver procurement solutions that provide cashable savings and process efficiencies for the organisation whilst improving outcomes for our residents.
To provide commercial input into the development of lower risk/complexity business cases (bronze/silver categorisation).
Design appropriate routes to market for simpler procurements to enable effective competition, efficient tendering processes, and innovative procurement solutions.
Lead the end-to-end tender process for assigned procurements, ensuring full compliance to standards and practices for tendering.
To provide expert procurement advice for sub-threshold procurements managed by the business.
Key accountabilities:
Contributing to data collection and analysis to support the development of spend analysis trends, assisting with reporting on spend, cost savings and delivery of other benefits.
Supporting market research and analysis for the assigned procurement task.
Developing the tender pack including reviewing and clarifying the specification, drafting appropriate tools and considering optimal pricing and incentivisation mechanisms for simpler procurements. .
Managing (for simpler procurements) evaluation of submitted tenders using objective criteria, scoring/weighting and making recommendations based on an objective moderation process.
Debriefing unsuccessful suppliers.
Providing support to the business in the correct application of the sub-threshold tender process, including leading on the sourcing process where agreed.
Guiding negotiations for less complex, lower value projects. Under guidance, participating in more complex negotiation meetings.
Applying a range of project management techniques, appropriately and proportionately on simpler projects, while supporting larger, more complex projects.
With support, assisting in the identification and monitoring of risks for procurements.
Consulting with stakeholders involved in the procurement and supply process to achieve value for money outcomes for the function.
Advising stakeholders on the interpretation of procedures for procurement and supply.
Delivering well-written documents and high quality orally presented information.
Sharing appropriate work-related information, presenting correct data in an effective, timely, targeted and meaningful way.
Maintaining customer records and archive systems in accordance with directorate procedures and policies as well as statutory requirements.
Knowledge, skills & experience:
CIPS Level 4 or equivalent experience desirable with a willingness to work towards MCIPS.
Working knowledge of public procurement legislation & relevant policy.
Knowledge of key change & project management techniques that can be applied to strategic procurement projects.
A broad understanding of the key elements of the commissioning and procurement lifecycle.
An understanding of key markets and common contracting models within the sector.
Ability to manage simpler procurement projects, associated change and risks, and to provide support on more complex projects.
Ability to use Procurement systems to support the tender process.
Ability to effectively support market and spend analysis activities.
Evidence of core negotiation skills, suitable for leading on simpler negotiations and supporting more complex negotiations.
Experience of inputting into the development of strategies for less complex projects through all stages of the procurement lifecycle.
Experience of researching and advising on the most appropriate routes to market for simpler strategic procurements.
Experience leading multiple tendering exercises with a degree of risk and complexity.
