Salary - National (Edinburgh and Leeds) ranging from £67,100 to £83,800 and London £73,700 to £92,100 per annum (Salary offered will be based on skills and experience)

The Financial Promotions and Enforcement Task Force (FPET) is a division straddling the regulatory perimeter and has a wide remit covering both authorised and unauthorised business, overlapping between regulated and unregulated firms covering all sectors across the FCA. The division has a key role in identifying emerging issues and taking prompt robust action to reduce harm. This work is a vital element of the FCA's supervisory approach, having high visibility at senior levels with the potential to shape the regulatory landscape.
The Proactive Monitoring team conducts proactive surveillance and monitoring at the boundaries of the perimeter to detect and pursue firms that are unauthorised and many of which are knowingly running scams. The team also carries out reactive casework. The team intervenes in real-time preventing harm to consumers and protecting market integrity working with multiple partners to help drive down the incidence and impact of fraud. The team’s work has the potential to be high-profile, market sensitive and in the media spotlight.
What you will be doing?
1. Leading and supporting the delivery of proactive monitoring and reactive casework for financial promotions, issuing warnings and engaging with external stakeholders to take down problem websites.
2. Leading and supporting the delivery of supervisory cases, projects and other strategic initiatives, including: the development of strategies; planning; methodology development; and execution.
3. Accountability for the delivery of supervisory cases, including developing strategies, planning, proactive project management, methodology development and execution, proportionate risk mitigation and communication strategies.
4. Building and maintaining effective relationships with stakeholders, including at a senior level, both internally and externally, including negotiating with firms often delivering tough messages.
5. People management – managing and coaching a high performing and inclusive team that develops diverse talent ensuring the team has the right people and skills to deliver departmental goals, coaching and supporting the development of staff to meet personal and corporate goals, and actively managing talent in the team.
6. Supporting the Head of Department and playing an instrumental role in the continued development of the FPET vision and future strategy.

Minimum
1. Financial services experience in a relevant organisation (e.g. regulators, professional services firms or financial firms).
2. Strong people management and leadership skills gained through experience.
3. Experience of firm supervision, gained through industry or regulatory experience.
Essential
1. Ability to think clearly, analytically and rigorously about how best to assess and validate risks of harm and reach robust risk-based judgements, including under pressure.
2. Understanding of conduct risk, consumer behaviour and the drivers of potential harm and poor consumer outcomes.
3. Ability to make a strong personal impact, persuading with well-reasoned arguments and challenging where appropriate.
4. Ability to work effectively with others as part of a team to achieve desired outcomes.
5. Ability to communicate effectively with senior staff in the FCA, firms and other external stakeholders in presentations and meetings.
6. Ability to work flexibly across teams and manage a variety of tasks and issues, working both in silo and as part of a team.
7. Proven experience of identifying the need for change and innovative ways of doing things, driving forward and implementing improvements.
