We are currently recruiting on behalf of Merseyside Police for a IS Projects & Budget Officer.
This is a temporary role, working Monday to Friday, 36.5 hours a week. £15.29 per hour.
PLEASE NOTE: DUE TO POLICE VETTING CRITERIA, YOU MUST HAVE RESIDED WITHIN THE UK CONTINUOUSLY FOR AT LEAST 3 YEARS TO APPLY FOR THIS POSITION.
Job Purpose:
To monitor ICT Department expenditure, maintain the register of expenditure against budget, check and approve supplier invoices and related supplier issues, and monitor the Force mobile radio tariffs.
PRINCIPAL ACCOUNTABILITIES:
1. Monitor and check all I.T. Department orders against budgets and invoices against deliveries to ensure that the correct tariffs and charges are being applied.
2. Check all invoices against orders and deal directly with suppliers to resolve any anomalies or variations.
3. Specifically check all telephony invoices closely for accuracy of tariffs and equipment.
4. Specifically check all mobile radio and mobile phone invoices and recommend and implement changes of tariff to users where it would prove cost effective.
5. Create, manage and maintain accurate records of all departmental expenditure ensuring the correct allocation of costs within the budget.
6. Record expenditure against the ICT department's revenue budget and provide forecasts of future expenditure to enable managers to make informed decisions.
7. Check that project managers produce detailed project plans each month, and that those plans are viable and complete.
8. Provide IS management with options and forecasts of the staffing required for proposed or rescheduled projects and assess their impact on other projects.
9. Produce and maintain a summary of capital expenditure for all ICT projects.
10. Monitor staff activities and locations via diaries, holiday commitments, etc. to maintain a complete availability register.
11. Administer staff personnel, attendance records and calculate overtime and flexitime allowances to ensure a quality of service is provided to all customers.
Knowledge & Experience:
1. Educated to A-Level standard or equivalent. Accountancy training is desirable.
2. Knowledge of budgetary procedures and processes in large-scale, complex procurement environment.
3. Specific experience of invoice processing, so that supplier charges can be accurately checked and processed.
4. Familiar with Project Management Software and project control techniques including the use of Gantt charts and critical path analysis.
5. Assertive communication skills to deal with suppliers particularly in addressing issues of over-charging or mis-charging and negotiating tariffs or discounts.
6. Numerically and analytically adept in order to check charges and invoices for anomalies, transients and variations.
7. Competent in the use of spreadsheets to produce and maintain individual project expenditures and to maintain an I.T. Department budgetary overview.
8. Knowledge of telephony service charging and tariffs desirable to cope with the significant and voluminous invoicing from telephony suppliers.
9. Excellent listening and influencing skills to work with IS Managers and Programme Co-ordinators to identify project staff requirements and allocate resources to match Force and departmental project priorities.
