MCS Group are delighted to be working once again with a large public sector organisation in their search for an Energy Officer on a temporary basis.
The Role:
* Implement (co-ordinate, manage and deliver) an integrated Energy Management Strategy (EMS) to drive and create an innovative approach to minimising & reducing Council’s energy consumption. Collaborate with internal & external stakeholders and advise on consumption analysis, recommended targets, report progress and signpost best practice. Ensure that all Mechanical & Electrical (M&E) plant and utility services are effective, efficient and economical, meet the needs of the customer and contribute to the objectives within the EMS. This shall include a strategy which recognises the principles of the sustainable development plan and reduce the impact of corporate energy consumption on climate change.
* Update Energy Management Strategy (EMS) and prioritise the activities identified within the EMS to deliver the most advantageous benefits.
* Formulate business plans that justify the improvement, maintenance and sustainability of buildings and asset portfolio.
* Implement use of renewable technology as identified within the EMS. Develop project business cases based on reduced energy consumption and reduced Co2 emissions on cost benefit priority basis.
* Conduct energy trend analysis and undertake utility consumption audits to identify best practice, measure performance and drive continuous energy efficiency improvement schemes.
* Produce monthly and quarterly reports highlighting trends – detailing energy consumption's measured against agreed internal and external targets. This will include monthly reports in terms of energy generated with existing renewable energy installations.
* Benchmark utility consumption data against best practice guidelines, producing monthly and annual reports for the Head of Capital Works, Energy and Infrastructure and statistical reporting to stakeholders (internal departments).
* Manage air conditioning & refrigeration performance statutory compliance for affected major assets.
* Performance collation and assessment of annual energy consumption of all buildings and report improvement measures to reduce energy consumption and complete mandatory Display Energy Certificates (DEC’s) for all such assets.
* Manage compliance with carbon tax legislation and prioritise project to minimise carbon tax penalties.
* Responsible for undertaking site inspections and energy audits/surveys, assisting the Head of Capital Works, Energy and Infrastructure in the initiation and management of specialist technical energy audits and feasibility studies conducted by internal/external service providers.
* The procurement of external contracts and technical support for property projects and programmes.
* Develop, implement, maintain and manage energy procurement contracts for electricity, oil and gas (utilising supplier comparison templates) – analyse all tariffs and billing arrangements and where possible negotiate adjustments to minimise costs.
* Using industry knowledge, trends and vulnerabilities prepare annual budget forecast reports for incorporation into departmental business plan.
* Provide strategic technical support and advice on all capital projects on new and refurbishment projects regarding project energy efficiency and report on Life Cycle Costing (LCC) relating to energy costs over the useful life of the project – including best use of M&E plant & controls, renewable technology application, remote monitoring application, minimising water reduction technology and advising on best low energy design practices (building orientation, insulation, lighting & air permeability reduction).
* Develop and implement “new build” standard performance specifications and ensure these are adopted as the Council standard, integrating with all new capital projects minimising carbon emissions.
* Direct funding team – to seek and secure UK & European funding opportunities for innovative energy and carbon reduction projects.
* Initiate a monitoring and targeting regime and utilise information to inform in-house customer and to enhance building management control systems.
* Set up and chair an Interdepartmental Energy Working Group (IEWG) across the organisation to review usage and analyse the effectiveness of best practice efficiency schemes introduced within facilities and signpost improvements.
* Work as part of the Environmental Services, Capital Works, Energy and Infrastructure team to formulate cohesive and overarching policies and plans to deliver measurable and quantifiable continuous improvements in the reduction of fuel usage.
* Co-ordinate all aspects of property projects and programmes of work and engage and direct external consultants, sub-contractors, and site visitors to ensure that outsourced projects and works are delivered on time, within budget and to specification.
* Preparation of tender documents for electrical and mechanical contracts as directed.
* Manage and share as appropriate all AutoCAD drawings as required to support property projects and programmes of work.
* To ensure a consistently high standard of contract and technical property services, quality control and supervision is maintained throughout the design and procurement process for small/medium contracts/projects via site visits.
* Assess contract implementation with due regarding to building, environmental protection, energy and health and safety legislation and, if appropriate to instruct contractors to cease operations.
* Work as part of the Environmental Services, Capital Works, Energy and Infrastructure team to design, plan, tender, contract and co-ordinate an efficient electrical inspection regime.
* Manage the procurement process for new renewable energy sources and efficiency programmes, from design to implementation acquiring all statutory approvals, where necessary.
The Person:
* A third level qualification in a relevant discipline eg Electrical, Mechanical or Energy/Service based subject.
* Applicants must demonstrate experience in Stratergy Implementation, Complex Data Analysis and Quality Improvement Techniques.
* Drivers License and access to own transport.
* Stakeholder engagement experience.
