Balfour Beatty is thrilled to offer an exciting opportunity for a highly skilled Senior Pre-Construction Manager to join our dynamic Regional Civils team in Oxford. In this pivotal role, you will be instrumental in driving the success of our projects by fostering strong, collaborative relationships with clients, partners, and bid teams.
By leveraging the principles of High Value Selling, you will play a key part in securing new business opportunities and ensuring smooth project delivery, from initial concept through to execution. What you'll be doing
As a Senior Pre-Construction Manager within Balfour Beatty, you will:
* Support Portfolio Directors in leadership of key portfolio projects, total value up to £100M across multiple projects, including Design & Build, ECI.
* Support across a range of procurement vehicles (Direct Award, Competitive Tender).
* Act as a deputy for the Pre-Construction Director as required.
* Mentor less experienced team members.
* Coordinate activities across multiple disciplines.
* Approve / authorise written submissions to customers in line with DLAs.
* Lead PCSA / 2-stage pre-construction activities in line with budget requirements and customer drivers.
* Ensure that pre-construction and tender deliverables are produced in a timely and effective manner.
* Manage Balfour Beatty’s internal governance process.
* Formulate and implement the pre-construction strategy to deliver the project.
* Complete written responses to relevant tender questions submitted as part of a bid or pre-construction process.
* Consider the commercial attractiveness of project and report conclusions early to management.
* Assist in setting process key objectives and timescales, including managing bid cost / pre-construction budgets.
* Identify significant development/project risks and opportunities and report these using the IRIS system.
* Meet customers on a regular basis and respond to queries.
* Convert 2-stage opportunities to on-site delivery projects.
* Liaise with the customer and act as the point of contact for delivering any aspects of the bid or pre-construction process.

* Capable of managing multiple bids at the same time, each with different priorities.
* Strong negotiator.
* Good interpersonal and communication skills are required, coupled with an ability to form effective relationships with partners under time pressure.
* Customer focussed with the ability to recognise value opportunities.
* Full UK driving licence.
* Able to obtain and maintain Security Clearance.
