The role of the Named Nurse as determined by the Department of Health is to take the professional lead within the Borough on safeguarding matters and to work in collaboration with the Designated Nurse, other safeguarding leads and agencies to develop and ensure safe systems in order to minimise the risk to the organisation and provide quality of care to vulnerable children and their families. To contribute to the achievement of the Directorate / Trust business plan targets and objectives with regard to safeguarding. To identify and recommend innovation and service wide changes to support robust safeguarding practices, ensuring lessons are learned and embedded into clinical practice. The Named Nurse is the identified source of advice, guidance and support for Borough employees and other partner agencies. The Named Nurse will ensure and promote expert professional practice within the Warrington Borough in relation to safeguarding To ensure that all staff have an awareness and understanding of current safeguarding procedures achieved through the delivery of appropriate levels of training. To ensure that staff are using and applying safeguarding procedures by facilitation of an environment of reflection and inquiry that optimises learning achieved through the supervision of staff. The Named Nurse will take a lead role within Warrington Safeguarding Children Partnership and/or sub-group structure as delegated by the Director, Head of Safeguarding or Executive Safeguarding Lead. The Named Nurse will work closely with other Named Professionals in order to improve the life chances for children in line with National and local targets and Key Performance Indicators (KPIs). Implement the Safeguarding Children Strategy in conjunction with The Senior Safeguarding team. Plan, monitor and implement the Safeguarding Audit programme. Complete a range of safeguarding related reviews including Child Safeguarding Practice Reviews, Individual Management Reviews, Local learning reviews and Domestic Homicide Reviews. Duties and Responsibilities Professional In conjunction with the Designated Professional ensure that the Borough has appropriate Safeguarding policies and procedures in line with national guidance and Local Safeguarding Children Partnership arrangements. Ensure that all Safeguarding policies and procedures are adhered to and that the safeguarding standards are being met. Provide leadership, expert advice and support on Safeguarding children on a day-to-day basis to all health professionals and other staff. To work closely with the Designated Nurse, Designated Doctor and the Named Doctor and with the Named Nurses from other Boroughs of Bridgewater and organisations. Meet regularly with the Designated Nurse for Safeguarding Children and CIC re relevant CIC issues / service issues / future service developments / escalation issues. To develop and ensure that effective safeguarding supervision system for safeguarding children is in place for all staff, including systems for both planned and reactive supervision. Provide safeguarding supervision to staff as required. Promote evidence-based practice in child protection and CIC cases to frontline staff working with children, young people and their families. To undertake reviews on behalf of the Borough conducted under the process of child safeguarding practice reviews (Working Together to Safeguard Children 2023). To assist in the Common Assessment and Child In Need (CIN) procedures, on behalf of the Borough. Management To oversee the transfer of community health records for children where there have been safeguarding concerns. To oversee the design and Implementation of safeguarding related databases by administrative staff in order to enhance and maximise effective practice mechanisms. To lead and ensure the implementation of recommendations arising from child safeguarding practice reviews, investigations and complaints within the Borough. To be aware of emerging new teams and ensure that the roles and responsibilities with regard to safeguarding children are understood Ensure that induction and training programmes are linked to Safeguarding networks and Clinical Governance processes Delivery, management, implementation and regular review of the Safeguarding Children Training Strategy Management of the Safeguarding Children supervision systems To ensure that the Borough fully understands its child protection and child In need roles and responsibilities within the multi-agency framework for Safeguarding Children To ensure that all the new Protocols introduced in relation to safeguarding children are legally sound by taking specific advice from the trust solicitors where appropriate Lead on the implementation of child in need procedures across the Borough ensuring that all staff are made aware of and are compliant Oversee/report quarterly KPIs including quarterly report and also for CIC where appropriate Manage a bespoke CIC nursing team, who take full responsibility for the health of school age children in care Manage the Safeguarding children team and the Lead Specialist Nurse for CIC Attend Corporate Parenting Board meetings Clinical To oversee the preparation of all staff legal reports and statements and to identify when legal advice is required for individual employees To attend and support as appropriate staff attending Court, Initial Child Protection Case Conferences and complex professional meetings about vulnerable children and families To ensure provision of an increased level of safeguarding children support for newly qualified or inexperienced staff To ensure that all staff are compliant with Working Together to Safeguard Children and Bridgewater policy in relation to the submission of reports to Case Conference Contribute to the writing and updating of the Safeguarding and Children in Care Policies and procedures To ensure that when information is received from any source regarding a child not registered with a local GP or school, that systems are in place and maintained to enable the follow up and documentation for this vulnerable group To process highly complex information through critical analysis of subject matter to ensure correct professional judgements are made as to when and how to share information in relation to minimising risk to children To participate with partner agencies in the promotion of social inclusion and working with socially excluded individuals/ groups and the development of a parenting and public health to child protection Training and Education To ensure that own knowledge, skills and training are maintained through meeting continuing education and professional development requirements To ensure that in light of emerging findings, evidence and research that child protection training is continuously reviewed and revised Liaise with the Designated professionals about assessment and priorities for training Ensure that safeguarding training for health professionals and other employees is appropriate across services within Organisation and Warrington Borough Implement and facilitate basic child protection awareness for induction of all new employees Deliver safeguarding children training at Level 3 and other safeguarding training where relevant to staff On behalf of the Safeguarding Children Team ensure that the Multi-agency training is reviewed and updated in collaboration with other agency leads Manage information systems to contribute and enhance existing presentational skills In association with higher education providers, ensure that students studying Enhanced Child Protection qualification have appropriate mentorship and preceptorship.
