Leading the ISIS Neutron and Muon Source Lifting team you will provide a range of lifting services for the whole RAL site. It will be expected that this person will be fulfilling the role of the competent person and should have adequate practical and theoretical knowledge and expertise in planning the lifting operations being undertaken, advising designers, and ensuring all lifting operations are undertaken safely and in compliance with current regulations and site rules is expected.
Managing the workflow and ensuring all training is provided alongside a development plan for the section is a key part of the role. You will also be tasked with preparing a strategy to ensure all the equipment and resources needed for the future ISIS large projects such as the £100 M development project - Endeavor and ISIS 2 are ready and fully set up. The team have a system in place for document management and review process in place to ensure legal and statutory compliance.
Duties and Responsibilities
* Manage and continually improve the Lifting service to ISIS and the RAL site.
* Lead the staff within the section and deliver development opportunities.
* Produce training plans and deliver training where necessary.
* Provide technical support for all activities, current and future project design, and implementation with respect to LOLER and PUWER regulations.
* Review lifting plans and RAMS provided by installation managers who plan and undertake lifting operations within ISIS to ensure that full compliance and safety is maintained.
* Produce lifting plans for operations carried out by site staff in and around the synchrotron and ISIS experimental halls.
* Lead the procurement activities of new lifting equipment and manage the obsolescence plan.
* Oversee the operation and maintenance of mobile site plant (FLT,s MEWPS, Tractors and pool vehicles) and provide guidance and direction their safe use where applicable.
* Engage with the STFC SHE Group and the RAL LOLER manager to provide training and write procedures, including the site safety codes.
* Complete a review of the current lifting team staff and resources, plan and implement a future development strategy.
* Evaluate the resource required for future projects and define how resource will be managed to ensure all work can be completed successfully.
* Ensure all ISIS cranes and equipment are serviced, inspected, and recorded regularly.
* Inspect and identify issues around the hall and with beamline cranes and tackle ensuring records are kept to help the routine inspections from the insurer.
Ensure future operations through:
* Initiating and leading new development and improvement projects.
* Planning, assessment and evaluation of lifting tasks.
* Ensuring procedures are correct and updated regularly.
* Manage internal and external relationships as appropriate.
* Oversee risk management. Ensure mitigations are in place and resolved.
* Ability to utilise organisational systems effectively.
* Lead difficult and complex lifting tasks.
* Motivate and develop staff.
* Continuous Improvement and identifying best practice.
The below will be reviewed at Shortlisting (S) and or Interview (I) in the following:
* Extensive experience in managing and planning complex lifting operations. (S&I).
* Experience in planning working at height operations involving MEWPs, managing and working with mobile cranes, EOT’s, FLT’s and Tele-handlers etc. (S&I).
* Thorough knowledge of LOLER, BS7121 & other industry applicable regulations and practices (S&I).
* Extensive experience in producing and reviewing Risk Assessments (S&I).
* Strong Health, Safety & Environment management skills (S&I).
* Management and development of staff (S&I).
* Extensive experience in working closely with the SHE and Estates teams (S&I).
* Managing and developing the services with a range of stakeholders, and providing excellent customer service (S&I).
* Relevant qualifications or links to governing bodies (S).
