Job title: Project Controls Director
Location: London - Across 2 sites (North/ South London must be able to commute between both sites)
Contract length: 6 month initial contract - Potential to extend
Shift Pattern: Monday - Friday
Randstad Sourceright, a leading provider of RPO & MSP Recruitment Services are currently recruiting for a Project Controls Director on behalf of a global company in the Rail and Mobility Sector. This role is to work on a high profile Rail upgrade project.
Role Summary:
The successful Project Controls Director will be overseeing 2 London sites. You will be the person to bring Key stakeholders together across the project. Ultimately, making sure all aspects of the project are hitting key milestones and making sure all Engineers are hitting targets to date. You will be responsible for stringent and decisive management of both sites addressing any risk factors and providing ways of streamlining the work force, so that productivity is key. Previous experience within a high net Rail/ Rolling stock project and in a like for like role is essential.
Responsibilities:
Project Controls Strategy & Implementation
Develop and implement robust project controls frameworks tailored to rail projects, ensuring alignment with corporate and contractual requirements.
Establish cost control, schedule management, risk assessment, and change control processes.
Schedule & Program Management

Lead the development of integrated master schedules for Rolling Stock, ensuring alignment with track, infrastructure, and signaling project timelines.

Monitor critical path activities, dependencies, and potential delays, recommending mitigation strategies.
Cost Control & Financial Oversight
*
Oversee budgeting, forecasting, and cost tracking for the Rolling Stock workstreams.
*
Implement earned value management (EVM) to assess financial performance and productivity.
*
Ensure cost control measures are in place, tracking contract variations, claims, and change orders.
Risk & Change Management
*
Develop risk management strategies to identify, assess, and mitigate project risks related to rolling stock procurement, manufacturing, testing, and commissioning.

Oversee the change management process, ensuring all modifications are controlled, documented, and assessed for impact.
Stakeholder & Contractor Coordination
*
Collaborate with rolling stock suppliers, engineering teams, infrastructure partners, and government agencies to ensure smooth project execution.

Provide accurate, data-driven progress reports to senior leadership, clients, and stakeholders.
Performance Monitoring & Reporting
*
Develop and implement KPI dashboards to track project performance in terms of cost, schedule, and risk.
*
Lead project reporting efforts, providing high-level summaries and detailed analytics to project sponsors.
Compliance & Quality Assurance
*
Ensure all Rolling Stock project controls adhere to industry standards, safety regulations, and contractual obligations.
*
Implement quality control measures for cost, schedule, and risk tracking.
Rolling Stock-Specific Expertise Required
*
Rolling stock procurement & delivery: Understanding of contract structures, technical specifications, and manufacturing processes.
*
Testing & Commissioning Coordination: Knowledge of trial runs, integration with signaling systems, and regulatory approvals.
*
Operational Readiness & Handover: Ensuring rolling stock meets performance, safety, and maintenance requirements for service entry.
Previous Skills and Experience:

Strong leadership and management skills, with experience leading project controls teams and overseeing large-scale projects.
*
Proficiency in project management software and tools and a solid understanding of project controls processes.
*
Extensive Rolling stock experience and working on large scale high net worth projects in Rail and Infrastructure
*
Experience of overseeing multiple sites would be beneficial
*
Key Stakeholder management experience
*
Excellent system and IT skills/ Data Analysis/ Reporting/ Presenting
*
Bachelor's or Master’s degree in Engineering (Civil, Mechanical, Electrical, Industrial), Project Management, Construction Management, or Business Administration.
*
PMP (Project Management Professional) or PRINCE2 certification is often preferred.
*
Experience working on EPC (Engineering, Procurement, and Construction) projects.
*
Understanding of rail operations, signaling, track systems, and rolling stock procurement.
*
Proficiency in Primavera P6, MS Project, or other project scheduling tools.
*
Ability to develop and maintain detailed project schedules, cost forecasts, and risk registers.
*
Expertise in Earned Value Management (EVM) for performance tracking.
