Role Summary:
This role will be reporting to the Programme sponsor. The Programme Benefits Manager will have the ability to draw upon shared analyst resource as needed to support the delivery of monitoring, management, and evaluation activity. Key interfaces include the Business Case Team, Strategy and Planning Team and Programme Management Office.
Function:
The Strategy, Sponsorship and External Affairs function is accountable for defining what EWR Co. is, and the impact it will deliver. It is accountable for securing the required approvals to deliver the scheme, being the custodian of the DCO submission, including statutory consultation, and building a compelling business case. It will hold design and delivery to account to create an asset which will realises the economic benefits.
Key Responsibilities
* Develop and maintain the EWR Co. outcomes framework and associated measures, ensuring these align with benefit monitoring activity
* Support the implementation of the outcome’s framework as part of business planning cycles and partner activity. Lead on ongoing monitoring and overall risk and issue management.
* Champion the integration of outcomes, goals and associated measures into EWR governance, processes and decision-making
* Lead on regular reporting to Investment Committee and DfT stakeholders.
* Own the EWR Co. Benefits Realisation Strategy and integrate benefits measurement with outcomes measurement
* Ensure an effective monitoring framework is in place to track realisation of the benefits in EWR’s business case benefits
* Work with benefit owners across the Enterprise to ensure benefit realisation is on track, supporting in the resolution of risks and issues
* Lead on procurement and delivery of the whole scheme evaluation
* Establish best practice in the management of benefits and outcomes and use this to supplement quality and knowledge management across EWR Co. and more widely
* Ensure clear alignment between benefits and outcomes, and the Enterprise Lifecycle and Assurance Lifecycle
* Verify and validate that decision making processes continue to support delivery of benefits and outcomes
* Review value opportunities to ensure that they support delivery of the outcomes and benefits
* Assure the application of knowledge management through post implementation review of lessons being applied at EWR, not just identified, and stored
* Take responsibility of your own and others’ health and safety by adopting and working to the EWR Co Health and Safety principles
* Demonstrates a cost-conscious mindset, keeping tax payers’ money at the forefront of decisions.
* Shows a commitment to innovation by proactively seeking creative solutions to challenges and opportunities
* Act as a role model for EWR Co’s vision and behaviours, working in ways that are aligned with EWR Co’s Ways of Working, as well as encouraging and supporting others to do so too.
Skills, Knowledge and Expertise
* A track record of using benefits evaluation tools for government projects
* Demonstrable experience of implementing a knowledge management strategy supported by ongoing processes and KM activities
* ISO 30401:2018 implementation / management / auditing experience
* Strong analytical skills
* Application of the 5-case model for project business cases
* Delivery of detailed presentations and written briefings on technical and commercial issues
* Working in a dynamic environment
* Socially aware with the desire to promote inclusivity and diversity.
