This is a role which will be key to the Trust's role as leader and influencer in South East London and to achieving Essentia's strategic ambitions. The role is a crucial post in ensuring that GSTT is compliant with legal and statutory requirements and that all fire safety regulations under current codes of practice are addressed across a complex and multi-site organisation.
The postholder:
1. Be the Trust's lead expert for fire safety providing expert professional advice to the Trust board and senior management on all current fire safety legislation and RRO.
2. To lead, provide expert specialist and professional fire information service for all capital projects, provide advice to other clients/partners, directors, and senior management of the trust.
3. To develop and lead on policies, strategies and for implementation of the Trust's fire compliance annual mandatory programme. To continually improve reporting systems in order to maintain a safe environment for patients and staff.
4. This post is responsible for the effectiveness of comprehensive fire safety training programme, for all types of staff at all levels in the Trust.
Main duties of the job

1. Oversee the development and implementation of capital procurement policies for the Estates Service (Fire) responsible for development of capital projects policies (Fire) for the Trust.
2. Review & ensure all fire policies are up to date and relevant to any legislative changes.
3. Develop highly complex fire plans across the Trust and ensure that these are put in place across the trust.
4. Oversee regular fire safety audits and risk assessment for all departments.
5. Oversee the implementation of systems, control processes and risk management arrangements to support monitoring of compliance with agreed standards, other trust-wide policies and processes and best practice requirements.
6. Advise Director of Compliance & Assurance, Essentia Leadership Team, Trust Board and Senior Management as required on all current fire safety legislation, ensuring that legal compliances maintained under the current codes of practice.

Planning, Quality & Improvement Lead the fire policy implementation and development of fire management & prevention service policy, service development, within directorate and the Trust. Oversee the annual undertaking of highly complex risk assessments and development of fire plans that need to be delivered to managers across the Trust. Oversee the conduct of a range of fire related surveys and audits. In conjunction with the wider team, monitor the provision and maintenance of fire doors, shutters, and other structures. Implement regular fire safety audits on an annual, 24-month and 36-month basis and risk assessments for all departments, including Mental Health units, in accordance with the Regulatory Reform (Fire Safety) Order 2005. Chair and hold regular meetings with fire team and clients/users and to address any fire related safety issues raised.
Leadership Lead the team and self by example modelling the Trust values and behaviours, ensuring that equality, diversity and inclusion objectives of the trust are championed, supported and implemented. Ensure that team structures and individuals employed within the various services are organised to achieve maximum effectiveness in delivering Trust, Clinical Groups and Essentia objectives. Responsible for departmental budgets, ensuring adherence to in year budget spending limitations. Manage fire budget and procures physical assets purchases assets and selects suppliers, including the purchase of ancillary equipment & materials.
Responsibility for Policy and Service Development Implement policies as required and contribute to policy and service development as a member of the Essentia leadership team, as appropriate. Identify process improvements and assignments to respond to organisational and/or policy changes and initiatives more effectively.
Other From time to time, to provide support to Essentia colleagues undertaking other duties as required, which are consistent with the grade and nature of the post. The role includes work on special projects as they arise. Strict adherence to departmental health and safety regulations and requirements. Any other duties appropriate to the role. * Ability to analyse complex problems and to develop practical and workable solutions to address them.
* Significant in-depth knowledge, of the regulatory reform order, Firecode and HTM 05.01, managing healthcare fire safety 05.02 guidance and support of functional provision in healthcare premises.
* Fire Service training college course fire training certification. Significant understanding of the relationships between various departments in order to ensure coordination of ongoing service delivery across the Trust.
* Understanding of the relationships between Facilities departments and their impact on the process of Project works and compliances.
* Significant experience of development of Fire Safety Policies and Procedures.
* Practical application of fire prevention theory, and highly developed specialist detailed knowledge of building fire design and construction.

* Substantial experience of operating in a senior fire safety role in an estates and facilities context.
