Job Duties
Richard Bland College (RBC) is a two-year, residential, liberal arts transfer institution that focuses on preparing students for transfer to highly ranked colleges and universities. The College is a hidden gem located outside the Tri-Cities region—and its rural setting featuring 750+ acres of wetlands, bucolic forest, and the state’s oldest and largest pecan grove.
Reporting to the Vice President and with a dotted line to the President, the Senior Project Manager for Workforce Development is a senior level position responsible for identifying, developing, and sustaining strategic alliances with employers, business/industry sector “clusters,” and internal work-study stakeholders to integrate student work into the educational experience, to assist with talent supply and demand, and to advance business/industry workforce solutions. The Senior Project Manager for Workforce Development is a member of the Vice President’s team and President’s Council. The position is responsible for compliance with all pertinent policies and regulations, plan-driven resource management, outcomes-based assessment, and continuous improvement within the designated area of responsibility.
Primary responsibilities of the position include:
1. Management and oversight of planning, implementation, and ongoing assessment and continuous improvement of all aspects of the College’s workforce program, ensuring alignment with RBC’s mission and strategic priorities. This includes collaborating with employers, faculty, and economic development specialists to ensure the optimization of workforce-related curricula and credentials; participating in the development and management of workforce components of grants; and managing all aspects of the College’s workforce development plans, program performance tracking, program process evaluation, and measurable growth and outcomes of workforce programs and activities.
2. The creation, management, oversight, and growth of a unique student apprenticeship / “earn and learn” program, Statesman Works, including goal setting and attainment, strategic direction, and reporting. Specific areas of administrative oversight include internal and external student employment, student internships, student apprenticeships, and management of all related College and business/industry partnerships.
Other Job Responsibilities Include:
1. Provide opportunities for business and industry to assist with the development of training programs to include apprenticeships, internships, job shadowing and work-based learning.
2. Build and maintain productive relationships with public-sector, private-sector and non-profit employers to create career pathways for future talent.
3. Build and maintain strong partnerships with economic development entities, chamber organizations and other workforce development agencies to ensure alignment and execution of collaborative workforce strategies to include Talent Pipeline Management.
4. Gather information for additional funding opportunities to support workforce solutions and programming.
5. Gather labor market information, talent demand and skills requirements and translate data into meaningful information to create workforce development strategies.
6. Develop and manage a database of employers and/or industry representatives and maintain regular communication through appropriate channels.
7. In collaboration with internal and external stakeholders and utilizing all available reports, data, and best practices, manage the successful initiation, planning, design, project execution, and resource management efforts to ensure that the RBC Workforce Development program aligns with the College mission, goals, and objectives.
8. Engage, build, and maintain relationships with employers, students, faculty and staff, leadership and other stakeholders.
9. Create an effective culture and working environment for RBC’s workforce development program to ensure success in achieving business goals.
10. Establish and implement short and long-term goals, objectives, and operating procedures for program; monitor and evaluate programmatic and operational effectiveness and effect changes required for improvement.
11. Disseminate appropriate information and communicate regularly with all stakeholders, utilizing exceptional written and verbal communications. Regularly report program status to the President and Vice President.
12. Maintain and share with stakeholders, as appropriate, current workforce development job trends, educational and training needs for businesses (regional, governmental, etc.), and best practices in the provision of workforce development, economic development, and training in the educational environment.
13. Represent leadership to internal and external constituents with a high degree of professionalism and confidentiality, marketing RBC workforce programs, participating in workforce development meetings (on and off campus) on behalf of the College.
14. Establish policies and procedures related to the RBC workforce development program and apply them to the resolution of non-routine and complex issues.
15. Market and promote the RBC workforce development program with internal, public and private sector entities. Work collaboratively with the Creative Services Group to maximize exposure and awareness and to optimize student and employer participation in the program.
16. Oversee recruitment, work plan, training, supervision, professional development, and performance evaluation of workforce development programs.
17. Lead project teams both internal and external, communicating individual roles and expectations.
18. Ensure a channel for clear communication between employers/supervisors and employees and play a pivotal role in resolving conflict and issues.
19. Independently respond on behalf of the program to operational or service issues and concerns, working with leadership as appropriate.
20. Ensure compliance with federal, state, and local laws and regulations and state and college policies and procedures.
21. Continuously utilize data and explore and implement modern technological solutions and platforms to enhance the workforce development program operations and all related processes.
22. Perform other duties, responsibilities, or special projects as assigned.
Minimum Qualifications
1. Baccalaureate degree in educational administration, business management, or related field desirable with demonstrated knowledge, competence, and significant experience in education administration.
2. Collaborative leadership style and supervisory experience managing and evaluating professional and student staff.
3. Excellent oral and written communication skills, and the ability to speak publicly.
4. Strong, demonstrated knowledge and experience in project management, business process design, and reengineering.
5. Strong analytical, problem solving, time management and organizational skills.
6. High energy, attention to detail, and the ability to organize effectively.
7. Ability to use technology efficiently and appropriately.
8. Enthusiastic commitment to the Richard Bland College mission, vision and strategic goals.
9. A valid driver’s license and the ability to travel and work nights and weekends as necessary.
10. Demonstrated experience working in and fostering a diverse work environment.
