Procurement Manager - Chester/Chertsey or Normanton

We are seeking a Governance and Compliance Lead. Reporting to the Head of Procurement, you will have the overall responsibility for overseeing the Governance & Compliance team (currently 4 direct reports) and ensuring the team's adherence to the Public Contract Regulations 2015 (PCR15) and the implementation and adoption of the new Procurement Act 2023 (PA23), Government PPNs, and NHS England initiatives and directives.
You will be passionate about your role and motivated to ensure that we deliver value to our clients, internal and external stakeholders. We require an expert in Public Procurement to provide advice and guidance to support the commercial teams and wider NHS Supply Chain Food colleagues.
Key Responsibilities:
1. Lead a team of Governance Specialists (currently 3 & 1 Junior Buyer) responsible for running tendering activity to put Agreements in place for our food categories that support the growth of the food category to deliver value to our customers while ensuring compliance with the requirements set out under the current PCR 15.
2. Ensure all Governance-owned processes and standard operating procedures are fit for purpose, relevant, and routinely audited to ensure compliance across the teams.
3. Manage the Procurement Project Plans ensuring all projects are kept up to date and procurement activities are delivered on time and against the expectations of the sourcing strategy while meeting KPI targets.
4. Ensure the Governance team provides the correct support to the wider business relating to all procurement activities and ensure that contractual commitments are delivered while supporting the overall implementation of the NHS Contract strategy to deliver savings and solutions to the NHS and improve spend growth targets.
5. Support the category teams in developing category and sourcing strategies to ensure the application of PCR15/PA 23 drives the best outcomes, solutions, and flexibility for the teams to utilize to support customer procurement solutions.
6. Have overarching responsibility to upskill the teams regarding our regulatory obligations linked to public procurement, adapt training materials, and run training sessions along with regular Governance drop-in sessions to help upskill and support the teams.
7. Adapt, review, and approve tender and competition documents prior to publication to ensure they comply with any relevant requirements, for example, the introduction of new Procurement Policy Notes.
8. Be a great leader, problem solver, and communicator who can develop strong relationships with all key stakeholders and work cross-functionally both internally and externally to influence, energize, and instill passion and resilience within the teams.
9. Represent Foodbuy and NHS Supply Chain: Food at industry events and forums in ways that strengthen its reputation.
Skills Required:
1. Excellent knowledge of Public Contract Regulations 2015
2. Good awareness of the new Procurement Act 2023
3. Proven experience in a strategic role or other senior managerial position
4. Demonstrable experience in developing strategic business plans
5. Knowledge of Healthcare
6. Excellent organizational and leadership skills
7. Excellent people management skills and focus on team development
8. Excellent communication, interpersonal, and presentation skills
9. Good analytical and problem-solving abilities
10. End-to-end public tendering experience
11. Strong sourcing strategy experience
12. Previous line management experience is desirable
