Main areas of management and leadership responsibility include: Acting as Digital and Transformation Lead for the PCN. This includes liaising with practice and ICB colleagues from across Staffordshire Supporting the adoption of new technology and other initiatives to improve our care offer Enabling PCN staff and practice teams to work more effectively to support the sustainability of our service to patients Developing process, policies and systems to deliver the above. Strategy Lead the PCN Transformation agenda and support integration with partner agencies Lead on the development of the PCN Strategic Plan and manage accordingly, clarifying strategic objectives and priorities for network delivery in line with operational capacity, financial parameters, and contract requirements Provide and build upon key performance management data, as appropriate Research and apply evidence from national policy guidance that will influence the planning and delivery of PCN priorities Keep abreast of current affairs related to PCN business and proactively identify potential opportunities and threats and develop ideas for future practice and PCN development Research PCN development nationally and advising the PCN Management and Administration Team and member practices on initiatives, policy development, best practice, and funding streams Promote the engagement of all PCN practices Ensure proactive stakeholder management occurs, including frontline people (staff), team, service, organisation, senior leaders, and external bodies Have the vision and ability to lead and adapt to NHS targets and change to maintain an efficient, healthy, and sustainable PCN by developing a happy and resilient working environment, maximising income, and controlling expenditure to best achieve the PCNs five-year strategic plan Draft business plans, share for comment and feedback and submit to commissioning authority Support the strategic development of new services and participate in their evaluation. Operations Lead on the development of the PCN Operational Plan and manage accordingly Act as the first point of contact regarding the delivery of PCNs' projects/schemes Co-ordinate the delivery of enhanced services and other service submissions on behalf of the PCN Manage contractual requirements on behalf of the PCN Review and improve the PCNs digital maturity Develop and establish strong collaborative relationships with partners and stakeholders and will be expected to contribute to performance monitoring of locality services and the delivery of broader integrated board system objectives, including the Population Health Management Work with the key stakeholders on patient health and well-being outcomes and work with GP practices to continuously improve effectiveness. This includes understanding variation and reducing health inequalities Work with GP practices within the PCN to identify areas of common concern or potential for collaborative working to improve the resilience of general practices, sustain local services and support recruitment and retention of key members of the primary care workforce Implement, manage and lead PCN-based projects Improve operational efficiency through the use of data, feedback and engagement exercises Coordinate the delivery of enhanced services and other service submissions on behalf of the PCN Collate feedback/analysis data on behalf of the PCN to report to the commissioner and other organisations as required. Managing workflow processes Support the administration of PCN meetings Identify and record risks and issues, developing contingency plans with other PCN team members Drive issues through to resolution, acting as a point of expertise Ensure the PCNs compliance with the Data Protection Act, Freedom of Information Act, Information Governance, GDPR, Equality Act and confidentiality Ensure the PCNs compliance with the GDPR and FOI along with other relevant legislation and professional information management standards such as GMC/BMA and LMC guidance Oversee the administration of information management and technology of the PCN Finance and Governance Lead on the development of the PCN Finance Plans and manage accordingly Support the collation of financial information Monitor and check the accuracy of the submissions and reports for the Directed Enhanced Services and other contractual requirements and ensure the submission in line with the contractual requirements Compile and present financial reports after reconciliation. Ensure that the PCN's physical and financial resources are managed and maintained for maximum effectiveness through: - Ensuring financial risks are recognised and appropriate action taken planning and monitoring income and cash flow to ensure that income is maximised and that funds are available as required - Ensuring the GP practice's allocation of resources is fair and equitable - Maintaining accurate records of income and expenditure against projects and funding streams - Reporting monthly to the PCN Board the financial positioning (including budgeting, forecasting and scenario planning) - Ensuring the PCN is aware of contract financial responsibilities and tax liabilities - Facilitating end of year accounts - Providing expenditure details to the PCN Board, highlighting variances from the project budget - Organising the procurement of equipment, supplies and services within agreed budgets Maintain up to date knowledge of national and local financial streams Work alongside the lead GP practice and their financial infrastructure in delivering the above and demonstrating regulatory compliance Fully utilise, efficiently and effectively the PCN development funds and resources to help the PCN achieve its strategic objectives. Quality and Governance Lead on the development of the PCN Governance Framework and manage accordingly Ensure the PCNs compliance with the GDPR and FOI along with other relevant legislation and professional information management standards such as GMC/BMA and LMC guidance Production of performance and quality reports within the PCN Collate feedback / analysis data on behalf of the PCN Ensure that the PCN Board and Clinical Directors adhere to the governance structure as set out in the Network Contract Agreement Alert PCN members to issues of quality and risk Oversee the organisation of PCN Board Meetings and any other PCN stakeholder meetings as required. People Lead on the development of the PCN Workforce Plan and manage accordingly.Lead on all matters related to Human Resources (HR) including: - Supporting recruitment, induction, and training of new PCN staff (Additional Roles Reimbursement Scheme) - Line management - Performance appraisals - One to ones with PCN staff. Work as a flexible member of the PCN, providing support to other team members when necessary Take an active role in the development and embedding of the PCNs culture, values, and reputation as a provider of high-quality services Encourage PCN people to collaborate efficiently and effectively sharing information and intelligence across different activities Build good relationships with all stakeholders involved in the PCN Represent the network at external meetings Listen and act on people feedback to build trust by adopting a proactive, facilitative approach Provide coaching and support to PCN people and stakeholders involved in PCN transformation and development Lead on the development of the PCN so that it is resilient for the future Lead on the estates plan. Communications Lead on the development of the PCN Engagement Plan Take an active role in the development and embedding of the PCNs culture, values, and reputation as providers of high-quality services Develop and maintain effective communication both within the network and with other relevant outside agencies Maintain effective and timely communication with the Clinical Directors, PCN team, Practice Managers, practices, ICB, and other stakeholders to promote the identify and ethos of the PCN Be confident, comfortable, and competent at networking at all levels Encourage supporting people to collaborate through sharing information and intelligence across different activities Build inclusive effective relationships with all stakeholders involved in the PCN.
