To assist the Head of Procurement to implement and manage an integrated procurement and logistics strategy, effectively serving the needs of the Trust. To ensure compliance with the Trusts Standing Orders and Standing Financial Instructions and any Government legislation relating to public sector purchasing. To introduce and implement new polices and purchasing procedures. Giving feedback on implementation, content, user responses and to suggest improvements as appropriate. Develop a close working relationship between the Trust and its Supplier base; ensuring performance standards are constantly achieved. To assess Trust requirements from usage analysis, trends and financial data to determine future requirements and appropriate suppliers. To order goods and services for the Trust against pre-agreed contracts, via the Trusts eProcurement system, advising Trust staff on best buys and value for money where appropriate. To respond to customer enquiries on sourcing products, product details, availability, returns etc. in a timely manner. To produce ad-hoc statistical reports on product usage and spend for Trust Managers and Budget Holders. To create and manage work plans and maintain the procurement/contract data on the Atamis eCommercial system at Trust and Norfolk & Waveney Procurement Collaborative (N&WPC) levels. To participate in the N&WPC Clinical Product Evaluation Group (CPEG). Arrange product trials and implement CPEG decisions and monitor compliance. To manage VFM projects, liaising with Suppliers and Users, collating results and feedback, and presenting findings in the appropriate format e.g. excel, word etc. To meet with Company representatives to arrange presentations, product trials and provision of suitable information for the Trust. To negotiate prices and contracts with suppliers and obtain quotations for goods and services in line with Trust guidelines Undertake tendering and contracting activity on behalf of the Trust and/or N&WPC, supporting evaluation where required and contract awards. To support contract owners with contract management activity e.g. performance review meetings, where required. To support collaborative working within the Norfolk and Waveney ICS (N&W CS) and wider NHS Trusts where appropriate Please note that this is not an exhaustive list of duties but merely a guide to the responsibilities of the post holder.
