Job Description:
Our Buildings Renewals is a diverse and high-profile portfolio consisting of a variety of footbridge refurbishments, footbridge replacements, canopy renewals, platform refurbishments as well as exciting work in Light Maintenance Depots across Kent & Sussex Routes.
You will lead the development and delivery of works within this portfolio of exciting and ambitious projects within a high-performing team. Working together with our supply chain and Route customers, you will provide support to your portfolio and people, assuring that projects are successfully delivered in a safe and environmentally responsible manner to cost, time, and quality in line with legislation, company standards, procedures, corporate governance, and the Project Acceleration in a Controlled Environment (PACE) Framework.
You will play a key role in a collaborative team, driving progress and seeking more efficient & sustainable solutions to deliver required outcomes for our passengers.
Please note: 2 roles are available (2 x 12 month secondment/FTC).
Key Accountabilities
1. Manage the production of robust designs for assigned projects, focusing on specific and measurable outcomes, benefits, and requirements, to allow an efficient contract award.
2. Identify and contribute to the securing of optimum options for clients and funders. Analyze various schedule and cost options, contribute to the planning, alignment, and delivery of the assigned projects.
3. Identify access strategies for assigned projects to achieve an optimum balance between affordability, deliverability, and minimal impact to passenger and freight colleagues in alignment with Putting Passenger First Principles.
4. Implement funding mechanisms for assigned projects to secure optimum incremental funding, embodying and promoting project PACE Principles in the approach to investment proposals and decisions.
5. Implement established contracting and procurement strategies for assigned projects within legislative, corporate governance, and procurement guidelines.
6. Undertake evaluation of framework partner proposals to support timely contract award for assigned projects, in alignment with the overall programme objectives and strategic objectives of the portfolio.
7. Implement the strategy for the contracting and financial authorisation processes of assigned projects to support a timely, risk-managed approach to contract award, embodying PACE principles.
8. Maintain the measurement and monitoring of discharged and delegated responsibilities for assigned projects, generally for core systems and processes compliance, with particular focus on responsibilities under the Construction Design Management 2015 regulations.
9. Monitor the assurance framework appropriate to the stages of assigned projects, review the supply chain compliance with standard requirements and those identified in the specification stage and also the core requirements of delivering safely to time, cost, and quality.
Job Skills, Experience and Qualifications
Essential
1. Membership (or working towards membership) of the Association for Project Management.
2. Achieved PRINCE2 Foundation or equivalent.
3. Successful relevant experience including experience of contracting and project delivery.
4. Knowledge and experience of project budget management.
5. Project safety management and Health and Safety legislation knowledge.
6. Knowledge of the Construction (Design and Management) Regulations 2015.
7. Demonstrable experience of effective team working, helping and supporting others and sharing knowledge skills and experience.
8. Demonstrable experience of seeking ways to improve ways of working, being open to change and doing things differently.
9. Demonstrable experience of being focused on their own and others safety and in understanding the implications of their behaviour and the safety rules.
10. Demonstrable understanding of how the role influences the customers' experience.
11. Demonstrable experience of having a positive attitude about work and change and demonstrating positive working behaviours.
Desirable
1. Educated to degree level in a relevant discipline or equivalent experience.
2. Knowledge of the PACE Framework.
3. Experience of application of GRIP, and Construction Design Management (CDM) on simple projects.
4. Knowledge of Network Rail’s Project, Investment, Commercial and Procurement practices.
5. Experience in risk identification, assessment and mitigation.
6. Knowledge of Network Rail's assets and how they are managed.
