Responsible for directing work activities of site Engineering and Process Services departments, providing technical assurance for safe, efficient, and reliable operation of the LNG Facilities. Ensures optimum asset management of plant facilities, equipment, and capital to provide safe and reliable delivery of LNG in compliance with regulations. Manages site capital projects, supports large/development projects, and is the owner of the Process Safety Management and Technical Change Management processes. Assigns and prioritizes projects and/or other technical work. Technical responsibilities include but are not limited to project management, process engineering, control systems engineering, process safety management, engineering support, quality assurance and control, asset/mechanical integrity, and technical change management. Accountable for site department budgets. Provides technical assurance for reviewing and approval of site modifications and facility additions. Accountable for interim operating plans and final mitigations for high residual risk at the facility. Responsible for ensuring all facilities are maintained in accordance with governmental regulations and safety standards. Ensures that adequate records and documents are initiated and maintained. Accountable for the Quality Assurance program for the terminal. Reviews and approves site capital project requests and oversees the completion of projects. Oversees contracts, reviews, and approves work performed by contractors. Directs terminal Engineering activities with technical groups, regulatory affairs, outside consultants, and contractors. Serves as company liaison with customers and/or other interested parties on engineering matters. Represents the Company in industry association meetings and at other meetings pertinent to LNG. Develops and implements employee training programs for skill development and regulatory compliance. Telecommuting permitted up to 10%. Full time employment, Monday Friday, 40 hours per week. MINIMUM REQUIREMENTS: Bachelors Degree in Chemical Engineering or a related field, and 9 years of engineering experience in the LNG, oil, gas processing, refining, or chemical industry, of which 5 must be progressive, post- bachelors experience. Must have 9 years of experience in a combination of any of the following or at least one of the following engineering areas: maintenance engineering, reliability engineering, process engineering, process control engineering, process safety engineering, project engineering, project development and execution, technical procedures and training programs development, and plant operations/maintenance. Must have 5 years of experience in each of the following: o Utilizing HYSYS computer process simulation for process optimization in design and operations of LNG plants; and o Applying and implementing codes, standards, and regulations related to developing engineering solutions for LNG operating facilities, including API, ASME, NFPA, and SIGTTO standards. Must have 2 years of experience in each of the following: o Providing process engineering support for LNG operating facility; o Developing and implementing process safety related initiatives including Safety Critical Elements (SCE) or Flare Studies; o Working with engineers, operations specialists, and maintenance personnel to support the operation of the LNG terminal; o Identifying process hazards including a loss of containment and overpressure scenarios in LNG plant and recommending controls to mitigate risks; and o Developing process control schemes to improve the operation of an LNG process facility.
