Hampshire are looking for someone with experience in delivering across organisational boundaries, to lead the delivery of our SEND and AP strategy and action plan work, ensuring that Local Area partners provide efficient and effective services for children and young people with SEND. This includes but is not limited to improving cross:partnership working, Local Area Partnership Ofsted / CQC readiness and ensuring there are effective working relationships in order to improve outcomes for children with SEND.
The Role:
What youll be doing:
:Working across the Local Area Partnership to improve services and outcomes for children and young people with SEND.
:Leading the delivery of key areas of our SEND and AP action plan, including the development of full project initiation documentation and project plans, working across organisational boundaries to design and develop effective services, tracking and reporting against the delivery of plans to the Strategic Programme Lead.
:Tracking, reporting and escalating any risks and issues that impact on the timely delivery of Local Area actions.
:Projects are likely to cover the following areas:
:Ofsted readiness planning
:Improving cross: partnership working
:Driving improvements to and consistency of service delivery for children and young people with SEND across the local area.
:Researching, designing and embedding best practice
:Planning to reduce waiting times for services and improve performance
:Improved operational management across services
:Efficient use of public funds and cost avoidance
:Supporting and coaching service managers to deliver improvements in the above areas.
:Developing effective and clear external and internal communications, including web pages about services available for children and young people with SEND across the Local Area Partnership.
:Embedding consistent, best practice approaches and improving confidence in SEND services across the Local Area Partnership.
:Developing and deploying targeted training and guidance to address development areas and ensure continuous performance improvement.

Essential
:Degree level educated and / or relevant professional qualification and / or experience in a similar role.
:Strong knowledge and understanding of SEND systems, funding policy and the national landscape with clear evidence of experience.
:Knowledge of the Area SEND Inspection Framework
:Experience of working in a large, complex and multi:disciplinary organisation and in partnership working across organisational boundaries.
:Solid political awareness and a good understanding of the major issues affecting local government, including their impact on policy and process.
:Ability to deal with ambiguity and complexity.
:Strategic thinker supported by excellent interpersonal, stakeholder management and relationship building skills (communication, leadership, influencing).
:Strong project planning and delivery skills and experience.
:Ability critical thinking and analysis to solve complex policy and process issues.
Desirable
:Change management, business improvement and service design skills with direct experience in delivering and / or supporting business process change.
:Organisational and structural design skills and experience.
:Demonstrated ability to manage / supervise and/or coach others.
:Experience leading or supporting training and capability development.
:Expert proficiency in basic MS Office software and other business systems.
:Experience of working
