As Assistant Engineer Procurement you will be responsible for assisting in the preparation of tender documents, overseeing the contract award process and ensuring all aspects of pre and post tendering are undertaken in accordance with the Councils Contract Procedure Rules.
We are seeking an enthusiastic and self-motivated candidate to work within a small but busy team that manage and procure a wide variety of framework contracts used by the Department and other West Yorkshire Authorities.
You will need to have excellent admin, communication and computer skills and have the ability to form positive working relationships within the team. Experience of the procurement process would be desirable.

About the role
As our next Assistant Engineer Procurement you’ll be working in a team to procure the Highways and Transportation capital and revenue programmes which have an annual value in excess of £165million. You will be helping shape the future of Leeds so it becomes more sustainable and environmentally friendly by using innovation to reduce the use of CO2.
The role is integral to our Highways Procurement team that carry out procurement activity on over 30 different frameworks from material supply frameworks to multi-million pounds civil engineering frameworks. We help support the delivery of a wide range of projects within Highway Maintenance, Traffic and Transportation Policy, Flood Risk Management, Urban Traffic Management Control and Major Capital Schemes. We process the majority of contractor payments, including raising external orders.

To assist in providing a comprehensive contract procurement service.
Responsibilities
* Assist in the preparation, procurement, administration and management of contracts.
* Oversee contract award and extension process.
* To liaise directly with Procurement and Commercial Services team (PACS) on all areas of tendering and contract award procedure.
* To ensure all aspects of pre and post tendering are undertaken in accordance with the Contract Procedure Rules.
* To verify the completeness of Tender Documentation prior to dispatch of tenders.
* To oversee the receipt and opening of Tenders, as required.
* To maintain a register of all contracts awarded.
* To provide all management information to staff with regard to contracts.
* To support the development of staff within the team following the current staff development procedures.
* To work within the Departmental Safety Policy taking responsibility for your own safety and that of others.

Desirable Requirements

* Computer skills including experience using Yortender or other database applications.
* Knowledge of contractor payments process.
* Experience of public sector procurement process.
* Experience of preparing tender documents.
* Desirable HNC in Civil Engineering or other relevant qualification.
* Understanding of and commitment to sustainability in service delivery.
* To help undertake the delivery of specified elements of the Technical Service's Service Plan, plus the Council’s Strategic and Business Plans in relation to a defined activity or small range of activities, in order to meet targets and achieve improvements.
* Within a small service area or number of areas, to take responsibility for maintaining effective communications with staff, service users, councillors, trade unions, partners and other stakeholders in accordance with Council good practice and with regard to implementing e-government objectives.
