Interim SEN Casework Officer – Education

Hours per week: 37 Monday - Friday, 8.30am to 5pm
Role Length: This opening assignment is for 3 months

The purpose of the role is to support the Head of the County Special Education Team in the delivery of a specialised service in relation to the work of the County Special Education Team and to ensure the Authority carries out its duties under the Education Act 1996 and the DfE SEN Code of Practice.
Key Responsibilities:
To have day to day responsibility for the administration of the patch caseload including day to day management of the Area Team SEN Administrators to ensure completion of work within statutory timescales.
Manage the administrative processes for the statutory assessment of children with special educational needs consistently to ensure that assessments are completed and statements issued within the statutory timescales.
Be the first and main contact for parents, Headteachers, SEN Co-ordinators and other service users in relation to the caseload (approximately 700 cases).
Take responsibility for undertaking less complex casework, including providing effective verbal/written advice to parents, schools and professionals in relation to provision, school placements, change of school, children moving in and out of Devon and implementing action, taking into account the SEN Code of Practice, and related legislation and the Authority’s own policies and practices.
Work closely with the SEN Casework Manager to ensure consistent quality of work, checking for accuracy, and achievement of deadlines.
Attend meetings with parents, as arranged by the Parent Partnership Service, to provide information, advice and support for parents of children with special educational needs who are undergoing assessment, to assist with the building of good relationships and to reduce parental anxiety.
Take responsibility for the identification and action for children with Statements undergoing phase transfer/admission to school, moving to post 16 provision, including discussion with the SEN Casework Manager on the preparation of amended statements and funding implications.
Liaise with other SEN Casework Officers to co-ordinate the Annual Review and phase transfer processes to ensure the completion of work within statutory timescales.
Qualifications:
Good standard of education, ‘A’ level or equivalent qualifications and/or experience.
Skills & Experience:
Minimum of 12 months recent experience in a similar role or context and ideally within a public sector organisation.
Good assessment experience.
An in depth and extensive specialist level of knowledge of the responsibilities and procedures under the 1996 Education Act.
An in-depth specialist knowledge and good understanding of the legislation in respect of the SEN Code of Practice, the Authority’s Guidance Criteria for Statutory Assessment and Resource Allocation, Admissions Code, Exclusions Policy, Transport Policy and other associated policies.
Substantial knowledge of the statutory reporting and performance indicator requirements.
Ability to manage a designated caseload against constantly changing demands and conflicting priorities within tight statutory deadlines.
Highly developed reporting and writing skills, excellent organisational skills, ability to work independently and unsupervised to tight deadlines using own initiative and whilst managing conflicting priorities.
Strong IT skills including Microsoft packages or equivalent (e.g. G Suite, Adobe Pro).
