Job summary
This is an exciting opportunity for a registered practitioner to join the community division as a Clinical Quality Lead (CQL).
The CQL focuses on the provision of high-quality care having a visible professional leadership style with a clear remit of setting/ maintaining standards of clinical excellence, improving outcomes and experiences for patients. You will have a strong clinical knowledge base & expertise in the nursing care of frail/medical patients within the hospital, rehab & community setting currently working in the NHS at Band 7 or above.
You will be the Clinical Quality Lead (Matron) for our Frailty SDEC, Community Assessment Unit (CAU), Jean Heyes Reablement Unit and community services that are involved in the discharge & flow of patients across our services, using your strong leadership skills within this challenging and exciting role.
You must have excellent communication & influencing skills to develop & maintain effective relationships/networks to initiate & support change to drive new ways of working.
The role is crucial to enable safe care, safe discharge & ultimately admissions avoidance. We are looking for a motivated, inspirational professional who demonstrates excellence in practice through innovation to drive quality & safe patient outcomes in high-pressure areas.
This is a permanent full-time post (37.5 hours) working primarily Monday to Friday with on-call. There is an expectation that you will join the Duty Matron rota for the trust.
Main duties of the job
* The post holder will provide clinical and professional leadership and advice within the Division specific to our bed-based services and wider discharge and flow Teams, to ensure the safe delivery of the highest quality of patient care and service delivery.
* The post holder will be available to patients, their families and staff to provide assistance, advice, and support and to address problems and concerns as required. They will champion that day-to-day quality care is delivered with compassion to all service users.
* Overseeing and monitoring the quality, timeliness and development of nursing care in accordance with relevant professional standards.
* Supporting the environments in which patient's care and treatment takes place is safe and clean, whilst ensuring staff practice in accordance with statutory and corporate policies, including those specific to patient safety.
* The post holder will be a motivated professional who will be able to innovate and develop team members. They will inspire colleagues by positive role modelling, creating visions and exploring long-term ideas to improve clinical services whilst working in a climate of constant change.
* In conjunction with the Divisional Director of Nursing (DDoN) and their Deputy, the post holder will contribute to the strategic direction of Community Division.
* The post holder will be required to act up in a professional or managerial capacity as required and appropriate.

Job responsibilities
* Ensures self and others practice is in accordance with the Nursing and Midwifery Council and HCPC standards of conduct.
* Acts as an ambassador for the professional staff, ensuring self and others practice to the highest professional standards.
* Acts as a role model for Nursing and AHP staff clinical staff responsible for leading and supporting professional and support staff and for ensuring that each practice in accordance with his/her role, job description and professional parameters.
* Ensures that all staff have clear and agreed performance objectives that support the delivery of the Division and the Trust values (mission statement).
* Responsible for ensuring that the Trusts Organisational Development Strategy is supported and implemented within own clinical Directorate.
* Participates in skill mix review, workforce redesign and recruitment and retention strategies to develop and modernise the workforce in conjunction with the Divisional Director of Nursing & AHP and Operational Managers.
* Ensure that staffing levels are appropriate to patient need by working with Unit Managers and Team Leaders to assess patient caseloads and adjust duty rotas accordingly, and to develop proposals for changes to skill mix and nursing establishments using information gathered from national and professional bodies.
* In collaboration with the Infection Prevention and Control team reduce healthcare related infection in accordance with national and local guidelines.
* Ensure that staff are aware of their responsibility for Safeguarding including compliance with Trust policies and safeguarding supervision where necessary.
* Undertake monthly quality reviews of documentation from IT systems and pathway/paper documents to provide assurance of the quality and service delivered to patients.
* Responsible for providing accurate and timely records on patient care and performance using paper and IT based systems.
* Development of audits and analysis of working practices and trends to support improvements in performance in relation to quality and patient experience.
* Ensure patient confidentiality is maintained.
* Ensuring effective and appropriate supervision processes are in place, providing professional and clinical supervision as required.
* Maintain a consistent visible presence within clinical areas.
* Participate in the Duty Matron role at WWL.
Person Specification
Qualifications
* Registered in the relevant professional Nursing/AHP fields.
* Educated to Master's level or equivalent experience.
* Training in leadership and management skills or equivalent experience.
Experience
* Significant and recent experience of leadership frailty/medicine/community care in a senior Nursing/AHP role.
* Experience of delivering significant change within a clinical environment.
* Significant experience in carrying out investigations and handling complex complaints.
* Experience of dealing with safeguarding issues at a senior level.
* Experience of leading a corporate project at a senior level.
* Experience of using data to make changes to service provision.
* Experience of clinical changes and transformation.
Skills
* Excellent interpersonal and communication skills with well-developed negotiating and influencing skills to engage effectively with a range of stakeholders and staff including service users, carers and the media including contentious situations.
* Ability to engage staff at all levels to become involved in transformational change and improvements to quality service delivery.
* Effective written / report writing skills.
