Your new role
Reporting to the Senior Finance Manager, the Programme Accountant is responsible for day-to-day financial management of a large transportation infrastructure scheme within construction. This includes ensuring that projects are controlled and managed to deliver the agreed target cost and cash projections, whilst mitigating business risk and undue commercial exposure.
The role places particular emphasis on business partnering with the project teams and ensuring the identification, recording and management of cost, variances, change, verification of applications for payment, and ensuring payments are made in a timely manner, as well as supporting our operations management in operational cost control on all our activities.
Responsibilities
1. Business Partnering with Project teams including Project Sponsors and the wider construction and project management teams externally.
2. Support the development of robust strategic business plans for the organisations that are working on the project.
3. Provide financial support on Owner’s Brief, Project Proposals, Owners reports to funders. Support the production of robust cash flow information to the Owners Team to ensure cash available to meet obligations.
4. Ensure submission of robust budgets into the Agresso System and ongoing monitoring of financial information.
5. Support the development of Project Target Costs including Value for Money review.
6. Support the consolidation of Project & Programme Management Reporting spending to the AMT, ALT and Project Board including high level commentary.
7. Review applications for payment from the NOPs in line with purchase orders, ensuring timely payments from the Owner.
8. Deliver the agreed methodology and administering of Programme Management & Project Support allocations.
9. Support the performance management process and administration of performance payments.
10. Review current processes for account management preparation and streamlining across external construction partners.
11. Support the preparation of audit packs.
12. Collaboration with non-finance managers in order to develop integrated processes and promote understanding of financial requirements.
13. Ensure that the current position is accurately reflected within the financial monitoring reports. Investigate variances and evaluate and effectively challenge financial management information.
What you need to succeed
You will need to be a qualified accountant with one of the professional bodies. Be a strong business partner and have the influence to work at a senior level with internal and external stakeholders. Effective people management skills are essential. Experience of working on a project basis, ideally in a rail, transport, infrastructure or construction environment is required. Advanced Excel/systems skills and financial modelling techniques are necessary, along with strong systems manipulation skills.
