The DSA is responsible in Defence for the regulation of Health, Safety & Environmental Protection (HS&EP). The authority provides evidence-based assurance to the Secretary of State for Defence that their policy on HS&EP in Defence is being promoted and implemented in the conduct of Defence activities.
This regulation is achieved through proportional and appropriate evidence-based assessment of the activity that supports Defence’s operational imperatives. Within the DSA, DMR is tasked to provide regulation, assurance and enforcement across the Defence Maritime Domain. This comprises all activity conducted by MOD Shipping (includes but is not limited to warships, submarines, landing craft and boats across defence), in the Defence Ports and at Defence Harbour Facilities and in Defence Diving, both Military and Commercially contracted diving, in support of Defence activities. As new technologies and vessel types, such as autonomous vessels or the involvement of AI emerge, DMR are constantly looking at the maritime scope to ensure that safety and environmental protection are assured going forward.
DMR consists of four areas: Executive and Enabling, Regulation and Compliance, Shipping and Diving Inspectorate and Maritime Assurance Inspectorate.
This Post falls within the Executive and Enablers (E&E) team. The primary function of E&E is to provide the administrative, analysis and planning capabilities. This enables DMR to meet our declared aim of reducing Risks to Life and the Environment across Defence activity within the maritime domain. Within the E&E team the Senior Risk Analyst’s role is to Lead on the collation, analysis and exploitation of maritime domain intelligence in the establishment of the maritime domain risk picture and the identification of safety and environment related trends in the Maritime Domain.

The post holder is responsible for the following activities.
Leading on the collation, analysis and exploitation of maritime domain intelligence in the establishment of the maritime domain risk picture.
Analysing DMR intelligence and wider data to identify emergent trends and key Safety and Environmental Management risks in the Maritime Domain
Conduct gap analysis to develop an understanding of regulatory intelligence gaps.
Working closely with DMR Statisticians to develop a plan for a future state of our regulatory intelligence.
Lead on stakeholder engagement to source required data where it is not generated by DMR including access to data and recommendations for data quality improvement.
Generate and collect feedback on data collection and quality issues to continuously improve DMR data sets.
Provide recommendations for action to the DMR Management Board based on findings and trends.
Oversee production of the four-monthly risk report.
Support E&E Section Head in planning and producing DMR’s Annual Assurance Report to Secretary of State.
Oversee management and enhancement of DMR’s primary domain risk tool – POSEIDON.
Being responsible the quality and management of corrective and enforcement actions in the DMR reporting tool. Ensuring they are accurate, kept up to date and are regularly reviewed.
Attending key DMR management, Regulatory and Inspectorate meetings, as required, to maintain DMR activity awareness and knowledge of domain strengths, risks and opportunities.
Report on Regulatory Intelligence meeting input accuracy, quality and data.
Liaise with DSA HQ to ensure DMR and DSA Annul Assurance Report alignment and to support the collection and analysis of data for pan domain issues.
Line Management
The Senior Risk Analyst has line management responsibility for one Risk Analyst.
