Job summary
The Director of District Valuer Services (DVS) will lead the Agency's competitive professional services business which generates income of circa £33m a year on a full cost recovery basis. The post holder has responsibility for their Directorate providing professional property advice to clients right across the public sector, including private and third sector clients who are involved in delivering public services and functions of a public nature.
The Director of DVS provides high level strategic leadership to DVS, developing strategies for different market segments to deliver sustainable future revenue streams in the context of a challenging economic and operating environment. In addition to having experience of working in a surveying environment, successful delivery will also require the post holder to have strong commercial skills and effectively engage with key external clients and stakeholders.
This post holder reports directly to the VOA’s Chief Valuer and will be a member of the senior operational management team.
The post holder currently has line management responsibility for 10, who between them are responsible for circa. 460 people in all 31 VOA locations in England, Wales and Scotland.
The VOA is at an exciting point in its transformation programme and there will be some significant changes to operational activity, so the leadership demand remains constant. The post holder will play a key role in planning and managing strong business performance across DVS, while modernising the way services are delivered in line with the Agency’s strategic objectives.
Job description
Key activities and accountabilities include:
* Leading the business development activity of DVS and managing key client relationships. Overseeing commercial bids to secure new contracts and revenue streams including face-to-face negotiations with Public Sector organisations.
* Accountability for performance across all DVS services, driving productivity and timeliness while embedding quality and service excellence.
* Overseeing strategic operational planning, including decisions around work and resource deployment, maintaining sound income projections and business plans.
* Driving continuous improvement of services by achieving excellence in service delivery coupled with high levels of customer satisfaction.
* Leading and developing teams across DVS, from highly technical property specialists to skilled Operational Support colleagues.
* Ensuring that new ways of working are effectively implemented across operations and that benefits from transformation programs are realised.
The role requires strong leadership skills to gain credibility and engagement from colleagues and stakeholders.
Person specification
Essential Criteria
* Experience of working in the property profession with experience of surveying, and knowledge of property/taxation. MRICS or equivalent qualification.
* Successful experience and track record of bidding for and leading on the winning of new work or equivalent relevant business/commercial experience.
* An expert in managing and developing people and teams, providing strong leadership and communications.
* Confident in decision making, identifying and utilising subject matter expertise.
* Highly effective and adaptable communication skills with a demonstrable track record of building sustainable relationships.
* Proven ability to deliver on a long-term strategic vision and managing operational finance and resource.
* Successful experience of leading and managing a strategic agenda and delivering challenging change programmes.
Qualifications
MRICS or equivalent qualification.
