We are looking to appoint an ambitious and adaptable Accountant to help ensure that the high performing Council continues to manage its resources effectively and efficiently. This position will be based within the South Gloucestershire Council at their offices in Yate.
This is a temporary position with hybrid working after an initial induction in the office (2 weeks), then a minimum of once a month plus occasional meetings. You will be working 37 hours per week, Monday to Friday.
How you will make a difference:
The Accountant post will play an important role in supporting the Department for Children, Adults and Health and Resource and Business Change. Under the direction of the Finance Business Partners, the Accountant will manage a small team of finance staff supporting the delivery of a range of quality and cost-effective financial management and financial support services.
This role primarily supports areas within Preventative Services, Quality Assurance, Safeguarding and Commissioning, Strategy and Innovation, and Finance services.
The post holder will need to be a confident communicator, able to interpret and present complex data, and be prepared to work collaboratively with both finance and non-finance colleagues.
What you will be doing?
1. Support the Finance Business Partners (Children's and Resource and Business Change) in the preparation of revenue and capital budgets and the preparation of budget monitoring information.
2. Provide financial advice and support to budget holders, including advice about capital and revenue resources to support the preparation of bids for funding from external bodies; and to other customers (councillors, departments, managers) within the council.
3. Lead on the production of statutory government returns relevant to the subject area being supported.
4. Ensure compliance with financial regulations and legislation relating to specific service areas under your lead.
5. Prepare and contribute towards formal reports to Cabinet and Committees and act as the principal point of contact for financial support, advice, and guidance on the specific service area.
6. Supervise, on a day-to-day basis, the work of Finance Officers and have oversight of the work of the Finance Assistants.
What we need from you:
1. It is essential that you hold a recognised CCAB qualification (preferably CIPFA).
2. We require you to have experience of undertaking analysis and appropriately communicating the results to a selected audience.
3. You must be able to analyse complex data and provide solutions and recommendations to achieve appropriate outcomes and have the ability to communicate this effectively at all levels.
4. It is essential that you hold knowledge of the current local government finance system and forthcoming changes.
5. To be successful in the role, you will require excellent time management skills to prioritise and set appropriate deadlines.
6. You must be able to supervise a small team to effectively deliver a quality and cost-effective financial service and have the authority and credibility to build relationships and engage successfully with customers and teams.
7. Ideally, you would need knowledge of Dynamics D365 & CIVICA Financials.
