Job Summary
The Financial Recovery Programme works across the Kent and Medway Integrated Care System to identify opportunities for savings or efficiencies, to develop these initiatives into robust, evidence-based delivery plans, and to oversee the realization of identified benefits.
The Financial Recovery Programme Management Office (PMO) provides support to the Senior Responsible Officers and workstream leads for these initiatives by providing expertise to develop, monitor, and track projects to ensure effective and timely delivery of the financial benefits. The team is critical to enabling the ICB and System partners to achieve Financial Recovery during 2024/25 and into 2025/26, and to ensure value for money, working at pace in a complex environment. The role is required to work flexibly, at pace in a complex environment, as well as the need for team members to be able to naturally support, challenge, and drive other senior colleagues from the ICB and across the system on a regular basis.
Main Duties of the Job
1. Leading an evidence-based approach to identifying new productivity opportunities.
2. Using knowledge of transformation and delivery of productivity initiatives to proactively support teams across the system to deliver CIP targets and stretch targets when required.
3. Working with SROs and other key stakeholders to build effective relationships and ensure engagement across portfolios.
4. Supporting matrix working across the Directorate, with other ICB Directorates and the wider system.
5. Supporting Workstream Leads through providing strategic problem solving, using excellent influencing and negotiating skills, preparing content and documentation for discussion at leadership levels; escalating issues as necessary through the Financial Recovery Touchpoint meeting.
6. Supporting the Finance Team in initiating routine budget reviews and identifying areas for internal (ICB) savings opportunities.
7. Working as team leader and line managing PMO Leads and Officers.
8. Horizon scanning nationally to identify any other ideas for opportunities.
9. Setting up, co-ordination, and driving of the Improvement Room approach, with the aim to identify data-based challenges and opportunities for 2025/26 (and financial years going forward) to develop cash releasing plans accordingly.

Person Specification
Qualifications:
* Educated to degree level in a relevant subject or equivalent level of experience of working at a similar level in a specialist area. Evidence of post-qualifying and continuing professional development.
Experience:
* Programme Management Qualification or some programme management experience.
* Working with diverse, multiple stakeholders in complex public sector environments.
* Senior management experience, with experience of line managing a team and budget management.
* Leading the delivery of complex transformation programmes.
* Leading and evidence of delivering operational CIP programmes of work at pace.
Attributes:
* Ability to influence and negotiate on difficult, complex issues, problem-solving skills, and ability to respond to sudden unexpected demands.
