We have an exciting opportunity for a Senior Roads Officer to join a flexible team of professionals delivering a high-quality service within East Lothian Council Roads Services team. We are looking for a self-motivated individual who has knowledge and experience in the management and maintenance of a road network. You will:
Manage and supervise a team in the coordination of road works as the Roads Authority. This will include in house and external road works by developers, utility companies and non-statutory undertakers. You will be responsible for the management and administration of permits, notices and Temporary Traffic Regulations orders. This will involve the monitoring and coordination of street work activities which will require a close working relationship with contractors. utility companies, community groups, bus operators and Site Agents in the planning and scheduling of works and or events. You will be responsible for ensuring prompt investigation and response to enquiries, complaints and queries raised by the public and stakeholders. You must have good knowledge of the Code of practice for local authorities, New Roads and Streetworks (NRSWA) and experience of Traffic Management.
You will be involved in carrying out design and maintenance work including inspection, design, assessment, and contract preparation (NEC4) within the road network ensuring tasks are completed in accordance with established standards, Codes of Practice and available budget. You will be required to produce drawings/works packages to allow the maintenance and construction of the road network. You will also be required to assess, review, prioritise, prepare orders, and supervise works on site by the internal labour force and or external contractors ensuring works are completed in accordance with contract documentation and best practice.
Be confident with good verbal and written communication skills, and able to quickly establish good working relationships. You will be working as part of a multidisciplinary team of Technical staff engaging with a wide and diverse audience (technical and non-technical) and will offer advice to the public, Council Members, community groups and officials on Road Services related matters.
Although working within an office environment, you will be expected to travel efficiently and effectively between various work locations within East Lothian. You must be able to work flexibly to meet the needs and demands of the service.

Relevant Qualifications
Educated to HND/SVQ Level 4 in Civil Engineering or related discipline and/or able to demonstrate equivalent knowledge, skills and competencies gained through relevant experience.
Driving Licence As the duties of this role require you to effectively travel to successfully undertake the full remit of the role, you must hold a current driving licence and have access to a vehicle.*
