Temporary Site Inspector/Engineer - Highway Agreements Team

Pay Rate: Up to £19.81 per hour PAYE depending on experience
Hours per week: 37 Monday – Friday, 8am to 4pm
Role Length: This opening assignment is for 6 months

The purpose of the role is to ensure that new roads and works to existing highway assets (subject to County Council legal agreement) are laid out and constructed in accordance with approved drawings, and to OCC and national design/construction standards and specifications.
Key Responsibilities:
* Undertake inspection of construction works associated with new developments subject to Section 38, Section 278 and Private Street Agreements and ensure that works are in compliance with both County Council and national design standards.
* Autonomously carry out all aspects of construction site inspection of works in progress, including checking of setting out, compliance of materials, and workmanship with technically approved drawings and specifications.
* Provide sound technical advice on site to contractors, developers, and consultants regarding Highway infrastructure construction techniques and standards, ensuring Oxfordshire County Council requirements are met, including reviewing and commenting on construction details and ensuring any proposed changes are communicated to the allocated engineer.
* Make decisions on site that reflect the legal position of Oxfordshire County Council in relation to enforcing Section 278 agreements, including formal notification to the developer of errors and defects, suspension of works, and variations & additions.
* Understand all relevant Highway agreements in accordance with the Highways Act 1980, Section 38, Section 278, and Private Street Agreements.
* Respond to correspondence received by the Highway Agreements Team, providing excellent customer service.
* Carry out inspections related to APC notices, ensuring information and photographic evidence is saved in the required format and communicated to the engineer accordingly.
* Adapt to changing priorities of individual construction sites, resulting in re-programming of workload plans without recourse to the line manager.
* Identify when construction material testing is required and ensure the contractor carries out independent testing to the appropriate national standards.
* Check material test certificates to ensure they meet national standards.
* Plan and independently manage own site inspection programme to ensure all construction sites are monitored to the appropriate standard.
* Plan and co-ordinate a county-wide site inspection programme to ensure balanced workload among Site Engineers in the Highway Agreements Team.
* Maintain effective site records electronically, including measurements taken, photographs, and relevant diary entries for each site.
Qualifications:
1. City & Guilds Street Works Excavation & Reinstatement (supervisor level) (New Roads & Streetworks Act 1991).
2. Construction Skills Certification Scheme (minimum of Operative Level).
Skills & Experience:
1. Minimum of 12 months recent experience in a similar role or context, ideally within a public sector organisation.
2. Civil engineering construction site experience including sound understanding of highway infrastructure.
3. Proven, broad experience of construction site supervision and inspection.
4. Experience of all forms of highway infrastructure construction techniques.
5. Demonstrates a sound understanding of the properties and performance of all highway infrastructure construction materials.
6. Proven experience of liaising and negotiating with developers/civil engineering contractors and dealing with complex construction-related problems.
7. Proven experience of the installation of and materials employed in sustainable urban drainage systems.
8. Sound understanding and experience in use and interpretation of technical drawings including plans and sections.
9. Experience and understanding of NRSWA in relation to highway infrastructure works.
10. Basic understanding of Section 38, 278, and 219 of the Highways Act and how they apply to construction site supervision.
11. Strong IT skills including Microsoft packages or equivalent (e.g. G Suite, Mosaic).
