About the Role:
In your capacity as HSE Manager:
* You are the lead for ensuring compliance with all external health, safety and environmental statutory requirements and standards applicable to site operations.
* Engaging with BU and Plc HSE, you support and implement Plc Zero Harm strategic initiatives and standards, as well as develop and lead sustainable local initiatives to encourage improved performance and delivery of Plc and BU HSE targets at site level.
* You are an active member of the Plc-led Zero Harm Forum, responsible for agreeing, cascading and delivering the site ‘Must Win Battle’ plans in conjunction with the Plc and BU HSE targets and objectives each year.
* You are a key member of the Site Leadership Team, working closely with Operations, Engineering and Network Execution colleagues to provide timely direction, advice and guidance on HSE matters as well as building a strong safety culture through a robust network that works together to own and deliver continuous improvement in HSE compliance and the wellbeing of its people.
Key Responsibilities:
Integrity Management System:
* Ensure compliance with Integrity management system Standards
o Act as local Integrity Software Power User
o Support site with training and use of the system
o Routine system sweeps to ensure workflow compliance
* Participate in peer review of Integrity management systems standards, including Global Functional Standards.
* Ensure accurate, comprehensive and timely reporting of HSE incidents into the Integrity management system.
* Coordinate and provide site-specific HSE data for statutory and internal reporting purposes.
* Ensure risk assessments and other risk documentation/Safe Operating Standards for site operations are maintained up-to-date and periodically reviewed.
Internal & External Audit:
* Develop and lead the programme of site internal HSE audit, ensuring non-conformances are recorded and actioned through the Integrity management system.
* Act as HSE lead for ISO 45001 and 14001 external audits on site.
* Participate in cross-site internal audits organised through Zero Harm Forum.
* Participate in Integrated QSE Audits led by Plc QSE team.
Compliance:
* Manage all aspects of environmental compliance for site including, but not limited to:
o Environmental Impacts & Aspects Register
o Environmental Licences and Permits
o Permit or Licence change requests
o Ensuring Duty Holder responsibilities set out in Environmental Permits are communicated and trained.
* Ensure statutory inspection, test and maintenance tasks are effectively captured, conducted and recorded as periodically required under applicable legislation.
* Act as the lead local Enforcing Authority contact and liaison for site.
* Coordinate and support action to mitigate or close-out site HSE related risks held on Corporate Risk Register.
* Maintain site Legal Compliance Register.
* Ensure HSE considerations are effectively incorporated into significant change or capital projects where these have the potential to impact ongoing statutory compliance on site.
Occupational Health:
* Work together with HR and Team Leaders on site to:
o Actively monitor OH surveillance activities and compliance; understand and respond to trends.
o Support the maintenance of full attendance levels for statutory OH tests as they apply on site.
o Lead on positive interventions with site leadership to address OH compliance gaps or trends.
* Lead investigation and close-out of HSE incidents on site using the Integrity management system.
* Where requested, represent site where Incident Management Teams (IMTs) are created to respond to and investigate a specific issue.
* Site representation in Zero Harm Forum meetings including, but not limited to:
o Escalation of HSE and wellbeing related concerns.
o Specific requests for support to Plc HSE.
o Items for inclusion in Corporate Risk Register.
o Best practice sharing.
o Lessons Learnt communication.
o Site Must Win Battle and other local plans and campaigns.
* Quarterly input into BU combined site update for Plc Health, Safety & Wellbeing Committee.
* Deployment of Zero Harm strategic roadmap activities locally.
Knowledge, Skills & Experience Required:
* Experience in a similar operational role with substantial HSE accountabilities.
* Understanding and experience of managing HSE within an international brand FMCG environment.
* A track record of engaging at all levels organisationally.
* A proven ability to think both operationally and strategically.
* Knowledge of HSE legislation, Standards and Codes of Practice as they apply to site operations locally.
* Experience using an online management system for HSE data and management information reporting purposes.
* Competency and practitioner experience in managing process safety and personal safety.
* Competency and experience in HSE auditing and inspection activities.
* Experience working and liaising successfully with external agencies.
* Experience and skills to influence without authority under certain circumstances.
* Experience in growing and developing a safety culture – Zero Harm mindset.
Qualifications:
* Degree Level Qualification or above (Desirable)
* NEBOSH Diploma in Occupational Safety and Health (or equivalent) (Essential)
* IEMA Certificate in Environmental Management or above (Desirable)
* IOSH/IRSM and/or IEMA Membership where CPD is mandatory (Desirable)
