The Opportunity:
Laing O'Rourke Project Quality Managers support the project team in developing and maintaining the project system procedures, including the project quality plan, to meet normative and contractual requirements. It provides quality assurance and control support to deliver operational excellence and customer satisfaction. The role is site-based and may require occasional travel and overnight stays. It is a permanent appointment. The Project Quality Manager manages assurance and compliance activities, continually improving Quality performance as directed by the project leadership, delivering value for clients and the business. This senior role supports the project team, sets the Quality culture, and drives continual improvement.
What will the role look like?
* Implementing the Quality Management System in line with the Quality Policy.
* Managing Quality within assigned areas and act as a Quality contact for stakeholders, including third-party certification assessors.
* Promoting a Get it Right and Quality Culture, identifying key risks and opportunities for improvement. Escalate quality issues and risks and stop work where the integrity of the works is at risk. Identify and control new or deteriorating quality risks.
* Delivering training, inductions, toolbox talks across the project (i.e. leadership, supervisors and managers, interfaces, and workforce) to improve productivity, quality, sustainability, and safety by eliminating errors.
* Guiding and review execution deliverables such as Quality Plans, Method Statements, Inspection & Test Plans, Work Procedures, and Material Approval Forms, including those prepared by Suppliers.
* Monitoring Non-Conformance (NC) incidents, review trends, and take action based on severity, work type, and root cause categorisation. Report regularly to senior management and stakeholders, ensuring adequacy of corrective actions and supporting continuous improvement through problem-solving and Root Cause Analysis.
* Leading/supporting the Quality Incident Event Process (QIEP) for Category 1 Non-Conformance Reports (NCRs), ensuring thorough investigation, root cause analysis, and implementation of corrective actions to prevent recurrence. Support the QIEP panel and ensure compliance with the QIEP procedure.
* Supporting digital construction tools for delivery, lifetime quality records, and reporting, ensuring effective implementation.
* Ensuring the development and effective management of Lifetime Quality Record (LTQR) handover documents. Work closely with information management to guarantee progressive submission to the Client, maintaining the golden thread of information. Emphasise the critical importance of handover and progressive assurance to ensure comprehensive and continuous quality assurance throughout the project lifecycle.
* Supporting the management of requirements throughout the project lifecycle, ensuring all quality requirements are identified, documented, and met. Facilitate communication between stakeholders to ensure requirements are understood and implemented correctly, and address any changes or issues promptly.
* Supporting compliance with legal and regulatory requirements and voluntary standards. Promote a culture of openness, learning, and improvement in relation to compliance.
* Representing Quality in meetings with internal and external stakeholders. Monitor and report Quality performance via KPIs. Liaise with Client representatives with a collaborative mindset.
* Working collaboratively with all functions, forming strong professional relationships. Manage Quality Engineers and others as required.
* Challenging professionally to drive Quality improvements, representing project leadership and Client views.
* Conducting or supporting internal audits and close out findings. Support maintenance of the Europe Hub ISO 9001 and BS 99001 certifications.
* Supporting Europe Hub strategies, objectives, and initiatives. Attend Europe Hub Quality briefings and forums to support cross-sector/hub lessons learned.
* Supporting approaches to review, scan, and forecast sector trends, changes, risks, and opportunities. Use knowledge of customers and the marketplace to sustain and improve quality.
* Supporting the case for improvement by linking it with the organisation's goals and objectives. Apply and encourage continuous improvement elements.
* Supporting the development of strategies, policies, and plans that contribute to the achievement of quality objectives. Recognise and escalate risks or opportunities affecting quality performance.
What skills & experience are we looking for?
* Minimum of 10 years' experience in Quality across governance, assurance, compliance, improvement, and leadership with strong technical knowledge.
* Familiarity with high assurance regulated industries (e.g., Nuclear, Rail, Energy, Healthcare).
* Technical and Quality opportunity and risk management.
* Strong communication skills and confidence in developing relationships across the project, organisation, supply chain, clients, and wider networks.
* Experience managing teams.
* Skilled at prioritisation and implementation in complex environments.
* Strong understanding of ISO 9001:2015 and associated standards (e.g., ISO 10005:2018).
* Good IT skills and ability to interpret data.
* Understanding of project systems (e.g., Fieldview, Asite, Trimble) for digital construction and assurance.
* Ability to meet tight deadlines and prioritise workload.
Qualifications (Desirable)
* ISO 9001:2015 Internal or Lead Auditor certified or working towards. Recent application of audit skills is preferred.
* A Chartered Member of the (CQI) Chartered Quality Institute (or an equivalent recognised Quality body), or an appropriate engineering institute or working towards.
