HMRC's Fraud Investigation Service (FIS) is responsible for the department's civil and criminal investigations. FIS provides HMRC with an effective investigation arm to enforce the Department's compliance policies. This enables the Department to deliver against the strategic responsibilities across all the taxes and duties it administers, including complex offshore evasion, international smuggling of illicit excise goods, exports of controlled weapons and technology, labour market abuses, VAT and Self-Assessment repayment frauds, and a host of other fraud attacks targeted at the tax system.
Covert Operations, Digital Exploitation (CODE) sits within HMRC's wider Fraud Investigation Service (FIS). Working across Law Enforcement and government, CODE provides investigative tools and covert techniques to front-line investigations and works with key partners to develop and provide access to new technology and systems to enable investigators to respond to serious and complex tax evasion and crime.
Job description
This is an exciting opportunity to join the Tactical Surveillance Group (TSG) as the Specialist Capabilities Co-ordinator.
The TSG is a specialist team within the FIS Covert Operations, Digital Exploitation. The team strives to provide innovative solutions to complex and often highly challenging scenarios where the collection of intelligence or evidence is key to the progression of an investigation and traditional techniques would likely fail.
Person specification
Working alongside two Rural Surveillance Coordinators (RSCs), the Specialist Capabilities Coordinator will be responsible for overseeing and coordinating the delivery and administering of specialist surveillance capabilities deployed by the Tactical Surveillance Group including:
1. The Large Goods Vehicle (LGV) capability.
2. Elements of the Unmanned Aerial Vehicle (UAV) capabilities.
3. Specialist Technical Surveillance capabilities.
As an essential part of this, the post holder will be expected to become the Transport manager for the department's covert LGV fleet, which will involve passing the Transport Manager Certificate of Professional Competence qualification.
Alongside operational delivery, the post holder will also be responsible for managing essential functions of the team, such as:
1. Coordinating and organizing training & Continuous Professional Development (CPD) for the team.
2. Coordinating team resources & monitoring budgets.
3. Liaising with internal and external stakeholders.
4. Gathering, maintaining, and reporting management information on team performance and activities.
5. Driving performance and change within the team.
6. Coordinating and implementing surveillance technology research and development, attending cross Law enforcement subject matter working groups, leading capability procurement.
While the post-holder initially will not have direct line management responsibilities, that may change in the future. As a key member of the management team, they will be expected to undertake tasks such as:
1. Supervising team members in both the office and (depending on training) in the operational field, performing the role of Silver or Bronze Commander as necessary.
2. Managing risk and safety in the working environment, including drafting and reviewing risk assessments.
3. Mentoring and developing inexperienced team members.
4. Other duties at the discretion of the SIO and any other responsibilities which may arise if / when the role evolves.
The post-holder may be required to deploy into the operational field (depending on current skills) and therefore surveillance experience is desirable alongside a willingness to undertake additional training (if required).
This role requires close collaboration with a wide range of stakeholders both inside and outside HMRC; candidates must be able to clearly articulate and develop new ideas, possess the communications and leadership skills to bring others with them, alongside the organizational skills to deliver in a dynamic environment.
As HMRC strives to modernize our approach to combatting organized crime, our work in Covert Operations is heavily invested in technology to help us achieve our objectives. As well as some of the more traditional surveillance techniques, this role will involve a heavy reliance on technological solutions. As such, the vacancy holder will be expected to be proficient in the use and application of technology, as well as willing to develop and learn new skills.
Ability to respond, adapt and make sound decisions in high pressure / or time-critical scenarios will be routinely expected.
Essential Criteria:
All applicants must have:
1. The willingness to complete and pass training to become qualified as an LGV transport manager.
2. One of the following qualifications or equivalent:
BTEC Level 3 Advanced Diploma in Enforcement (Criminal Investigation); University of Portsmouth CFPAB Accredited Counter Fraud Specialist; or University of Portsmouth CFPAB Accredited Counter Fraud (Intelligence) Specialist. Equivalent qualifications such as PIP2 or similar will be considered.
The following is also essential:
1. The post holder must have demonstrable operational experience which should be articulated in their application.
2. Hold a full UK driving licence, including manual transmission. We recognize that some people cannot drive due to a disability or underlying health condition and may not be able to meet this requirement. Where this applies, you can apply but will need to declare that you require a reasonable adjustment at the point you receive a provisional offer. The vacancy holder will then discuss your specific requirements to consider if this can be reasonably accommodated in this role.
3. Must either hold or be prepared to obtain an operational / Personal safety training (OST / PST) ticket.
4. Have a security vetting of SC as a minimum or ability to obtain it. If SC vetting cannot be obtained, the role will be withdrawn.
5. Excellent communication skills, particularly strong inter-personal skills & the ability to develop firm working relationships.
6. Comfortable engaging with a wide range of stakeholders, have sound judgment, effective management of complex & challenging situations & understand the significance of the information you have gathered.
7. Have the organizational skills to deliver in a dynamic environment.
8. Have an aptitude to work with technology.
The jobholder must be fluent in written and spoken English.
Desirable Criteria:
1. LGV Class C+E licence or the ability and willingness to obtain.
2. Transport Manager Certificate of Professional Competence qualification.
3. Knowledge of Government procurement rules and regulations.
4. A Rural Surveillance / CROPS qualification obtained with a UK Law Enforcement Agency, Police Force or the Armed services. Alternatively, a similar rural technical surveillance qualification (i.e., D6).
