JobSummary:
Working at asenior level you will be instrumental in developing ourpartnerships policy and people approach communications engagementmodels and operational service delivery framework in respect ofaccommodation and property projects for the Migration andResettlementService.
AsService Manager you will oversee the management of the propertypipeline property preparation property maintenance and strategicproperty projects. across West Sussex alongside the dailyoperational running of the Property and accommodation pathway team.Working within relevant legislative frameworks guidance andprotocols you will strengthen existing relationships with a rangeof partners enhance customer resident and stakeholder engagementapproaches and actively participate in placebased forums to supportthe development of cohesive and inclusivecommunities.
Youwill work collaboratively across internal Council departments withDistrict and Borough Councils Sussex Police and other stakeholdersto identify property and resettlement opportunities and providesubject matter expertise on accommodation matters for the RefugeeResettlement and Migration service across the organisation andwiderpartnership.
Youwill lead and develop your team to deliver a highquality tenancymanagement service providing a fair accessible and consistentapproach which increases safeguarding and robustly challengesexploitation and harm to ensure a safe living environment forresidents. You will be responsible for meeting performanceobjectives and ensuring compliance with relevant policy guidanceandlegislation.
This highprofilerole will entail making connections across partner agencies andcouncil departments to tackle inequality maximise engagement andfacilitate the inclusion of the voice of migrated communitiesacross organisations. You will ensure that the County Council isfully compliant with statutory duties in respect of the managementof propertymanagement.
Youwill drive forward operational improvements ensure development andimplementation of relevant policies and strategies and negotiateopportunities to embed learning and best practice across theMigration and Resettlement accommodation pathway team as well asacross the other place based partnership and community resilienceactivity workstreams that fall within yourremit.
KeyDuties(Sample):
Lead the team todevelop and implement strategies policies guidance and actions todeliver a highquality accommodation pathway service taking accountof the views of stakeholders service demands risks and rewards andfinancial constraints. Apply complex theories and detailedtechnical knowledge to devise approaches from firstprinciples.
Provide expertassertive advice and guidance on accommodation for Migratedcommunities across the organisation and wider partnershiplandscape. Tackle difficult technical professional resource orpeople related problems; for example understanding and working toreduce the impact of inequalities and inaccessibility on otherservice areas within WSCC or partnerorganisations.
Oversee themanagement of the accommodation portfolio ensuring an appropriaterole is maintained and that residents receive the support they needto sustain their accommodation and ensure community cohesion withinthe localcommunity.
Maintain linkswith service providers in the county to ensure the development ofrelevant provision of specific services for Migratedcommunities.
Developeffective relationships with managers or partners across the widerorganisation and external stakeholders. Working with advising andinfluencing key stakeholders including Members senior managers andother key partners. Building and sustaining both national and localnetworks and partnerships contributing to a range of place basedactivities across West Sussex which support communities to be saferstronger and more resilient by providing opportunities andinitiatives to enhance cohesion and enable active participation incivilsociety.
Ensure effectiveand efficient management of resources including staff. Ensure smartoperational resource deployment and recommend future resource needsover the short term and medium term including identifyingefficiency opportunities to improve customer service reduce costsand maximise income recovery levels. Be an active member of theRefugee Resettlement and Migration Service Management Team leadingservice improvement and multidisciplinary or cross Directorateactivities asappropriate.
Analyse andevaluate complex information and identify innovative solutions toenable West Sussex to be at the forefront of these linked agendassubmitting external funding bids and engaging in partnershipcollaboration to test new ideas andapproaches
Meet statutorynational and local obligations through own work and managed staffincluding health & safety requirements oversight of feesand charges and tenancy managementpractices.
Responsible forquantifying and monetising the impact of policy and practiceimprovements to the Refugee Resettlement and Migration Servicebudget to demonstrate impact. Develop the shape of future serviceprovision and budgets typically planning on a time horizon of threeyears.
EssentialExperience andQualification:
Effectivemanagement skills able to provide direction and leadership manageand lead change support individuals and teams manage budgets andundertake business planning and performancemanagement.
Postgraduate/professionalqualification in management or the service specialism; orequivalent level of significant experience demonstratingcomprehensive application of knowledge in a relevantsetting.
Significantrecent and relevant experience in delivering customer facingservices for communities or working within the field ofhousing/accommodation support or similardiscipline.
